EVANSTON, IL - The City of Evanston, in coordination with 2nd Ward Councilmember Krissie Harris, hosted a ribbon-cutting ceremony on Saturday, November 23, to celebrate the completion of the Greenleaf Street and Hartrey Avenue Sidewalk Improvement Project. This project, made possible through Tax Increment Financing (TIF), marks a significant enhancement in infrastructure to improve safety, accessibility, and community connectivity.
Project Details
The Greenleaf and Hartrey Sidewalk Improvement Project has addressed several critical needs to support a more pedestrian-friendly and accessible neighborhood. Enhancements include:
- Filling gaps in the sidewalk network along Greenleaf Street (from Grey Avenue to Pitner Avenue) and Hartrey Avenue (from Greenleaf Street to Greenwood Street)
- Replanting trees to enhance greenery in the area
- Upgrading street lighting following the City’s Streetlight Master Plan
- Installing new crosswalks to facilitate safe pedestrian crossings
- Making ADA ramp improvements, replacing deteriorating curbs and gutters where needed
Critical facilities include Erie Federally Qualified Health Clinic and the ETHS Day School, both of which deal with vulnerable populations and will now have much safer access.
These upgrades have created a safer, more inviting environment for community members. Whether walking a dog, pushing a stroller, or simply enjoying a stroll, Evanston residents now have enhanced walkways that promote interactions essential to maintaining a strong, connected community.
“Sidewalks are more than just pathways—they are gathering places that foster connection and accessibility,” said City Engineer Lara Biggs. “This project underscores the impact of TIF funding in advancing infrastructure that benefits our entire community. We are thrilled to celebrate the completion of this project.”
