City Seeks Public Comment on Draft 2025-2029 Consolidated Plan, 2025 Action Plan, Draft Amended Citizen Participation Plan
EVANSTON, IL - The City seeks public comment on the Draft 2025-2029 Consolidated Plan and Draft 2025 Action Plan through Tuesday, December 17, 2024. The draft plans identify and prioritize housing, community, and economic development needs and strategies, focusing primarily on the needs of low- and moderate-income residents.
The plans will be submitted to the U.S. Department of Housing and Urban Development (HUD) as part of the funding process for the Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) programs. The goals of these plans are to provide decent housing, a suitable living environment, and economic opportunities for low- and moderate-income residents. The draft 2025 Action Plan outlines how the City will use HUD grant funds in 2025.
The City also seeks public comment on the Draft Amended Citizen Participation Plan through Tuesday, December 17, 2024.
The City’s Citizen Participation Plan (CPP) outlines policies and procedures developed to encourage Evanston residents and stakeholders to participate in the development of the City’s Consolidated Plans, annual Action Plans, and CAPERs, as well as any substantial amendments to the Consolidated Plan or Action Plans.

Read the draft plans: The plans are available online at cityofevanston.org/conplan and in-person at the Evanston Public Library (1703 Orrington Ave.) or Robert Crown Branch Library (1801 Main St.).
Attend a meeting: Join the Housing & Community Development Committee on Tuesday, November 19 and Tuesday, December 17, at 7 p.m., at the Morton Civic Center (2100 Ridge Ave.).
