 EVANSTON, IL - The City of Evanston, in partnership with Connections for the Homeless, has been awarded a $1.8 million grant from the State of Illinois’ CDBG-CV Urban Shelter Program to support the rehabilitation of Hilda’s Place, a 30-bed homeless shelter operated by Connections.
This funding will cover nearly half of the total project budget, with Connections for the Homeless securing the remaining funds. As the grant recipient, the City of Evanston will oversee compliance with the grant guidelines, while Connections for the Homeless will manage the shelter's rehabilitation and receive the allocated funds.
A resolution of support for the grant application was voted on by the Evanston City Council earlier this summer. City officials are committed to addressing homelessness in alignment with the Climate Action and Resilience Plan (CARP), with a focus on supporting vulnerable populations.
Hilda’s Place, located at 1458 Chicago Avenue, plays a critical role in our community’s response to homelessness, offering emergency and interim housing for individuals and families in need. The shelter’s planned renovation will include upgrades such as plumbing and electrical improvements, fire safety measures, interior finishes, ADA compliance modifications, and accessibility enhancements. These updates will ensure the facility remains a safe, warm, and accessible refuge for Evanston’s vulnerable populations.

About the CDBG-CV Urban Shelter Program The Community Development Block Grant CARES Act (CDBG-CV) program offers funding to states, insular areas, and local governments to help prevent, prepare for, and respond to the impacts of COVID-19. A key focus of the program is supporting projects that construct, reconstruct, rehabilitate, or acquire property for homeless shelters. These efforts are aimed at providing safe, stable, and adequate housing while restoring shelter capacity to pre-pandemic levels.
