North Chicago Man Charged with Criminal Sexual Abuse
 EVANSTON, IL - On February 27, 2024, at approximately 10:30 p.m., a 20-year-old female was entering her residence in the 800 block of Noyes Street. An unknown male subject, the offender, approached her as she was in the north stairwell of the building. The male subject grabbed the female from behind. The offender then covered her mouth and groped her. The victim was on the phone with a friend who heard the attack and immediately came to her aid. When the friend arrived, the offender fled. The victim suffered minor scratches to her body. The victim did not suffer further injury.
The victim then reported the incident to the police. Upon arrival, officers interviewed the victim and initiated an investigation. The investigation led to the recovery of surveillance footage of the offender. Images of the offender were disseminated to members of local law enforcement, and a member of Northwestern University Police Department was able to identify the offender as Carlos Scott. The investigation revealed that a vehicle routinely driven by Scott was in Evanston at the time of the incident, and that he had been at the Northwestern women’s basketball game before the incident.
On March 27, 2024, Scott was arrested at his place of employment in Vernon Hills. He was transported to the Evanston Police Station without incident. Once he was in custody, the investigation continued. Scott declined to make a statement to the detectives. The Cook County State’s Attorney's Office reviewed the investigation and approved one felony count of criminal sexual abuse by force.

Scott was detained by the Cook County Sheriff and is currently in Cook County Jail. His next court date is April 18 at the Skokie Courthouse.
