Evanston Police Make an Arrest in the Robbery of a Delivery Driver
 EVANSTON, IL - On December 10, 2023, at approximately 11:55 p.m., a pizza delivery driver was making a delivery in the 2200 block of Foster Street. As the driver got out of his car, three subjects approached him. As they approached, an offender produced a knife and announced the robbery. The victim retreated into his vehicle while a second offender reached into the vehicle and grabbed the victim’s phone. The third offender joined the second offender in demanding the code to access the phone. The victim then fled in his vehicle.
The Evanston Police Detective Bureau investigation identified a suspect, Samnang Toem. On February 13, 2024, detectives arrested Toem and transported him to the Evanston Police Department for further investigation.
Once at the station, detectives interviewed Toem. During that interview, Toem admitted to allowing his phone to be used to order the pizza with the intent of robbing the driver. Toem admitted to participating in the commission of the robbery but stated he was not armed.
On February 14, a member of the Cook County State's Attorney's Office reviewed the investigation and approved a felony count of Armed Robbery.
There were additional offenders in this robbery, and the Evanston Police Department is continuing its investigation.
