City Transitions to New Water Utility Customer Payment Portal
Residents must re-enroll in auto-pay and/or paperless billing on the new portal
 EVANSTON, IL - The City of Evanston has transitioned to a new water utility customer payment portal called Invoice Cloud. This new system offers residents a safe, secure, and convenient method to access and pay their water use bills online or by phone.
Convenient payment methods

Online: Visit cityofevanston.org/ebill and select "Pay My Bill" to make a one-time online payment or enroll for auto-pay and/or paperless billing. Those who previously took advantage of the auto-pay and/or paperless billing options must re-enroll on the new payment portal.

By phone: Pay over the phone by dialing the 24/7 automated phone service at 844-789-1449.

By Mail: Use the envelope enclosed in your bill or direct your remittance to the City's Water Billing Lock Box address: City of Evanston, PO Box 4007, Carol Stream, IL 60197-4007.

In-Person: Visit the Collector's Office on the first floor of the Morton Civic Center, located at 2100 Ridge Avenue, Monday through Friday, between 9 a.m. and 4 p.m.
No convenience or service fees are associated with these payment options.
Monitor water usage
Residents are encouraged to monitor their water usage on the City's WaterSmart portal. This portal may be used to access water bills and navigate to the online payment system.
