A few of the topics for discussion:
- Sanitation concerns/efforts across the 5th Ward with Edgar Cano, Public Works Director and Kevin Johnson, Sanitation Supervisor for the City of Evanston.
- Noise ordinance: Learn what is an acceptable amount of noise for a backyard event with Richard Eddington, Interim Chief of Police for the City of Evanston.
 Secretary of State's Mobile DMV
The City of Evanston is hosting the Secretary of State’s Mobile Drivers’ Services team for a mobile DMV event on Sat., Oct. 1. from 10 a.m. to 2 p.m. The event will take place at the Fleetwood Jourdain Center, located at 1655 Foster Ave.
“I’m excited to support Evanston residents by making essential services accessible to those with inflexible work schedules or mobility challenges. This was a suggestion that a 5th Ward resident brought to my attention, I looked into it and thanks to the Secretary of State’s team we were able to bring this wonderful service to Evanston," said Coucilmember Burns.
Available services include:
- Driver’s License Cards (renewal, corrections)
- State I.D. Cards (new, renewal, corrections)
- Free State IDs for seniors age 65+
- License Plate Renewal Stickers
- Organ Donor Registration with renewal
- Voter Registration with renewal of DL/ID
See rules and restrictions below:
- Seniors age 75+ must visit an established Secretary of State
- Driver Services facility to renew a driver’s license, and no Real IDs can be obtained at the Oct 1 event.
- Payments for services must be made by check, credit card, debit card, or money order. No cash will be accepted.

 5th Ward Parking Meeting
Join me and Interim Parking Division Manager Lukasz Tatara for a second meeting to continue the conversation about identifying new strategies and opportunities to improve neighborhood parking for residents and businesses in the Hill Arts District. The meeting will take place on Wed., Oct. 12 at 5:30 p.m. at Double Clutch Brewery, 2121 Ashland Ave.
Meeting Agenda:
- Options for short-term parking management at 2100-2200 Ashland St.
- Usage options for City-leased parking lot at 2200 Ashland St.
- Discuss Load Zones, Residential Parking Districts, metered parking, and parking for commercial vehicles.
 Free haircuts all around!
One hundred and thirty Evanston youth received free back-to-school haircuts or styles as part of the City's Free Haircut Day last weekend! The annual event was held in partnership with Cutting Edge Hair Gallery, Ebony Barber Shop Evanston, Ikandi hair studio, Legacy Barber College and Reese's Barber Studio.
Stewart appointed Evanston police chief

Stewart, who grew up in Evanston and graduated from Evanston Township High School (ETHS), currently serves as the deputy chief of police for the East Dundee Police Department. She will begin her new role in Evanston on October 10.

Five-Fifths TIF Advisory Committee
City council approved the latest Tax Increment Financing (TIF) district back in October of 2021 called the Five Fifths TIF. Upon adoption of the Five-Fifths TIF, the Mayor will appoint a seven member TIF Advisory Committee. The Committee will review and provide recommendations on TIF expenditures for private affordable housing development and create TIF approval guidelines for the home improvement and small business grants. The Committee will also review public infrastructure projects planned to be funded with TIF funds.

Redistricting meeting on October 5
The City’s Redistricting Committee invites 5th Ward community members to an upcoming hybrid meeting on October 5, 7 p.m., at the Morton Civic Center (Room 2404) to begin the process of redrawing the ward boundary.
The City’s Redistricting Committee has been tasked with updating the City’s ward boundaries to ensure Evanston residents have equal representation on City Council. Following the 2020 U.S. Census, there is a 20.4 percent difference in the population of Evanston’s most populous ward (3rd Ward) and its least populous (9th Ward).
The Redistricting Committee is planning a robust community engagement strategy and expects the process to run through next spring. 5th Ward residents can learn about the proposed process and provide some initial feedback at the meeting.
