 Temporary Kiosk at Mustard’s
Steve Starkman, the owner of Mustard’s Last Stand on Central Street, requested approval to install a temporary kiosk at the rear of the main restaurant building, to serve as a pick-up stand for drivers to the restaurant. This is designed to appeal to customers who don’t want to get out of their cars and wait in the cold for their food at the main building. A very limited menu will be available at the kiosk, so customers wanting items from the full menu will still park and go up to the main restaurant.
Since the Evanston zoning code does not permit drive-through businesses in the 7th Ward, I sent a letter to the residents along Eastwood and the side streets to the east, asking for their comments on this proposal. Everyone I heard from, with one exception, was very supportive of the temporary kiosk concept as a way to help a small business survive the challenges of the pandemic.
On November 18, the Design and Project Review Board (comprised of City staff) reviewed and approved the proposal, with a 180-day limit on its operation. Please let me know if you have any comments to share about the kiosk in the months ahead.
7th Ward Infrastructure Projects
- Central Street Bridge Replacement Project. The contractor has started preparations by removing trees and clearing embankment areas on the north and south sides of the bridge. Additional work in 2020 will include setting up the staging area and installing sheet piling along the access drive for the fire station. The main construction will start in February 2021 with the demolition of the south half of the existing bridge. During this stage, two-way traffic will be maintained on the existing north half of the bridge. The south half of the new bridge will be completed by September 2021.
- Green Bay Road Corridor Improvements. The City has received $3.5 million in grant funds from the North Shore Council of Mayors for this project, which extends from McCormick Boulevard to Isabella Street, and along Central Street from Prairie Avenue to Poplar/Broadway Avenue. The aim is to improve safety for all users, and the scope includes the reconstruction of intersection ramps to meet ADA requirements and modernization of traffic signals at Lincoln, Central, and Livingston. Additional work will include streetlight upgrades, intersection improvements, and streetscape and sidewalk improvements.

Recycling Reminders
Recycling is incredibly important because it helps reduce waste, greenhouse gas pollution, and litter. And it's easy to recycle in Evanston because all acceptable materials can go in one container!
Important: Don’t “bag” your recyclables! Plastic bags can wrap around the equipment at the sorting facility, damage the machines, and cause shutdowns at the facility. Clean recyclable items should be placed loosely in the recycling cart.
