City Eliminates Nonpayment Penalties, Halts Water Service Shut-offs to Assist Community During COVID-19 Response
 EVANSTON, IL - To reduce the financial impact to residents and businesses during the statewide response to the coronavirus (COVID-19), the City of Evanston has announced the elimination of nonpayment penalties and delay of enforcement measures for the next 60 days.
Elimination of nonpayment penalties – The City will eliminate nonpayment penalties for certain bills due to the City between March 16 and April 30 for the next 60 days. This includes:
- Water, sewer and sanitation bills
- Parking and compliance citations
- Liquor taxes
- Amusement taxes
Delayed enforcement – The City will pause the enforcement of certain enforcement measures for 60 days, from March 16 through May 16, including water service shutoffs and vehicle immobilizations.
Business registration – Business registration fees will be waived for the remainder of 2020; however, businesses are still required to register with the City in order to facilitate communication.
Administrative Adjudication –The City has suspended all in-person administrative adjudication hearings. Previously scheduled administrative adjudication hearings will be rescheduled for a future date, and new hearing notices will be mailed. Parking citations can still be contested online at evanston.rmcpay.com.
Street cleaning – Street cleaning will continue to occur as scheduled; however, only warning citations will be issued through April 12.
Building permits and inspections – Due to reduced staff presence at the Morton Civic Center, the last day to submit paper building permit applications will be Friday, March 20 at noon. After that time, all permit applications must be submitted electronically by emailing permitdesk@cityofevanston.org. Permits that were submitted prior to Friday, March 20 will continue to be reviewed and processed for permit issuance. Staff in the Community Development Department will follow up with applicants on status, revisions, and next steps. All questions and comments should be directed to permitdesk@cityofevanston.org. Building inspections will continue on a case-by-case basis depending on what the inspection is for and the occupancy of the structures.
