This afternoon, Governor J.B. Pritzker announced the closure of all bars and restaurants statewide effective Monday, March 16 at close of business through Monday, March 30. (Restaurants will remain open for delivery, drive-through and pick-up orders.)
City of Evanston elected officials and staff will be considering ways to soften the economic impact of this announcement. You and your employees are the lifeblood of our economy. In the meantime, please review the process for filing for SBA Disaster Loan Assistance provided in detail below and summarized as follows:
- The Small Business Administration (SBA) has received authorization to provide assistance to small businesses who are financially impacted from the coronavirus (COVID-19) outbreak through their Economic Injury Disaster Loans (EIDL) program.
- This program provides low-interest loans up to $2 million in assistance for businesses and private non-profits. These loans may be used to pay payroll, accounts payable, fixed debts, and other bills that can't be paid due to the disaster's impact.

The EIDL is not yet available in Illinois, but the SBA is currently working with the State of Illinois to support their efforts to submit the Governor's request for a declaration
- The state must identify businesses who have suffered substantial economic injury. Counties will only qualify if they have an identified business that has suffered economic injury or is contiguous to a declared county. Process for Accessing SBA’s Coronavirus (COVID-19) Disaster Relief Lending
- Upon a request received from a state’s or territory’s Governor, SBA will issue under its own authority an Economic Injury Disaster Loan declaration.
- Any such EIDL assistance declaration issued by the SBA makes loans available to small businesses and private, non-profit organizations in designated areas of a state or territory to help alleviate economic injury caused by the Coronavirus (COVID-19).
- SBA’s Office of Disaster Assistance will coordinate with the state’s or territory’s Governor to submit the request for Economic Injury Disaster Loan assistance.
- Once a declaration is made for designated areas within a state, the information on the application process for Economic Injury Disaster
Loan assistance will be made available to all affected communities.
