EVANSTON POLICE ANNOUNCES SIGNIFICANT ARRESTS 

The first arrest occurred on Wednesday, May 17, 2017 at approximately 3:23 PM, members of the Evanston Police Department Neighborhood Enforcement Team were traveling southbound in the 7700 block of Paulina Street in Chicago, while on a deployment patrol near the Evanston/Chicago border.  The detectives were driving by a parked vehicle that was occupied by two subjects when they observed the driver, later identified as William A. Pickering, rolling a cannabis cigar.  When the officers approached the vehicle, they observed Pickering bend forward and reach his hand underneath the seat of the vehicle.  After both occupants exited the vehicle, a cigar that contained cannabis, along with a Glock .40 caliber handgun with an extended 22 round capacity magazine that was loaded with 18 rounds of .40 caliber ammunition was recovered under the seat.  Both occupants were transported to the police department.  Pickering was subsequently charged with the below offenses.  The other occupant of the vehicle, a male, 25 years old, from Evanston was released without charges.  

The second arrest occurred on Thursday, May 18, 2017 at approximately 11:30 AM, when detectives from the Evanston Police Department Juvenile Bureau traveled to the New Castle Indiana Correctional Facility and took Travon C. Howard into custody in reference a criminal sexual assault investigation that was reported in April of 2017.  During the investigation, the detectives were able to determine that in approximately 2010, Howard began sexually assaulting two family members, who at the time were 7 and 11 years old.  On May 19, 2017, the Cook County State's Attorney's Felony Review approved the below felony charges against Howard. Due to the victims in the incident being juveniles, no further specific information can be provided about the incident.  The Evanston Police Department would like to acknowledge the strength and courage of the victims to come forward and cooperate in this investigation.   

The third arrest occurred on Friday, May 19, 2017 at approximately 4:19 PM, when officers were dispatched to the 900 block of Brummel Street by an alert resident who advised there was a subject burglarizing a vehicle on the street.  Upon arrival, responding officers observed a subject matching the description given by the caller.  When the subject, now identified as Evan J. Quarles, observed the officers, he fled on foot.  Quarles was taken into custody in the 800 block of Dobson Street.  A white container containing loose change and approximately 2.0 grams of Cannabis was recovered from Quarles person.  The owner of the vehicle, a 34 year old female resident of Skokie, identified the white container as her property that was inside the vehicle.  Quarles was charged with the below offenses.
