Special PZB Meeting on 6/6/23
On 6/6/23 the Planning and Zoning Board (PZB) will be holding an open house with a developer that is looking to develop the old Contour Saw property.
Developer Barry Sidel (Luz and Associates) is proposing redevelopment and new uses for two properties in the vicinity of the intersection of Graceland Avenue and Thacker Street:

1217 Thacker/900 Graceland Avenue (Site A – 3.17 acres, former site of Contour Saws) and
-
Approx. 919/921 Graceland Avenue (Site B – 1.23 acre, surface parking lot).
The proposed projects would lead to a multi-family residential building on each site and would require zoning map amendments (rezoning) for both properties. Site A is currently zoned for manufacturing, and Site B, the parking lot, is currently zoned as commercial. Rezonings require ultimate approval of the City Council.
NO VOTES OR ACTIONS WILL BE TAKEN TUESDAY.
This is an open house to ask questions, make suggestions, and meet the developer.

Consideration of an Additional Extension and Amendments to a Temporary Abeyance of Enforcement for Commercial Parking at 3001 Mannheim Road (Holiday Inn Express and Suites, Orchards at O’Hare) – RESOLUTION R-110-23
The Holiday Inn Express and Suites hotel at 3001 Mannheim Road in the Orchards at O’Hare development has been operating a commercial parking lot use, as defined in Section 12-13-3 of the Zoning Ordinance, since approximately mid-July 2021. This activity is not allowed at the C-3-zoned property without a conditional use permit and is also not permitted by the Orchards at O’Hare planned unit development (PUD) approval. However, in 2021 and 2022, the City Council passed three separate resolutions (R-189-21, November 15, 2021; R-110-22, June 20, 2022; and R-208-22, December 5, 2022) to enter into and maintain a compliance and temporary abeyance of enforcement agreement with the property owner to allow the activity to occur. The current agreement expired on May 15, 2023.
The property owner/hotel management (Prominence) have submitted the attached request to the Council to extend the temporary allowance via an amended agreement, with termination upon any of the following, whichever comes first: (i) any construction activity on Lot 5 of the development (informally known as the “restaurant pad”); (ii) the issuance of occupancy (temporary or permanent) for the proposed Cilantro Taco/Ostras restaurant, which is connected to the hotel; or (iii) December 31, 2023.
Discussion and Consideration of a Business Assistance Request from Foxtail on the Lake, 1177 Howard
The newly approved and restructured Business Assistance Program requires City Council approval for all requests greater than $10,000 (“GROWTH” grants). The applicant, The Foxtail on the Lake at 1177 Howard, has applied for $750,000 in assistance.
A Growth grant can be up to 50% of qualified work under the program requirements. This can be done in a few different ways:
A resolution approving a GROWTH Business Assistance Grant;
A resolution approving a revenue-sharing agreement based on the local portion of taxable sales; or
A combination of both, in amounts to be articulated by the Council.
