City Council Update
On the Agenda: March 7
Here are some noteworthy items on the March 7 City Council agenda:
- Adoption of the City of Des Plaines Strategic Plan 2022-2026
- Proclamation recognizing National Women’s History Month
- Life-Saving Award Presentation to Des Plaines Police Officers
-
Mannheim-Pratt Commercial Development: Review of the Final Plat of Subdivision for the proposed restaurant and retail development at the southeast corner of Mannheim and Pratt. Key proposed restaurant tenants include Outback Steakhouse and First Watch. The zoning change to accommodate the restaurant and retail, and the zoning approvals for the new proposed billboard in the southeast corner of the site were all approved in 2021. This final step, if approved, will allow the developer to formally split the lots in the way necessary to begin construction permitting this year.

City Files Complaint to Address Excessive Train Horns
Rand Road Union Pacific Crossing Update: The City has filed a formal complaint with the Illinois Commerce Commission (ICC) regarding the malfunctioning warning lights and gates at the Rand Road-Union Pacific railroad crossing. The formal complaint requests the ICC to order Union Pacific to immediately repair the warning lights and gates. Additionally, the formal complaint requests the ICC to order Union Pacific to use a flagger at the crossing instead of having the trains blow their horns until the warning lights and gates are repaired.
The City will continue to provide updates on this important matter as we get new information.
Des Plaines Police: Be Aware of Ruse Burglaries
Reports of ruse burglaries and attempts have been circulating the town, specifically on the north side of town. These individuals will typically knock on your door posing as a utility or home repair worker and either try to invite themselves in or get you to come outside while a second person enters your home, otherwise known as a "ruse". Please call 9-1-1 immediately if you see any suspicious people or vehicles in your neighborhood.

City Leaders Recognize Officers for Impressive Investigative Work
Mayor Andrew Goczkowski and Police Chief Dave Anderson recently recognized Sergeant Bill Rochotte and Officer Alfonso Galvan at a City Council meeting for their extraordinary police work. Sgt. Rochotte and Ofc. Galvan worked tirelessly to bring a fugitive, wanted for the 1999 murder of Young Kavila, to justice. DPPD worked alongside the FBI and Interpol to locate and apprehend the suspect, Luis Rodriguez-Mena, who had fled to Mexico. Both men were relentless until the arrest was made in June 2020 and displayed the true characteristics of great police work. Thank you, Sgt. Rochotte and Ofc. Galvan, for the many hours you sacrificed and your dedication to the City of Des Plaines and all its community members!
LRS Bill Increase Explained
The City has received questions from residents related to the 3% increase in their LRS garbage bill. The agreement between Des Plaines and LRS allows LRS to increase their rates annually based upon the Consumer Price Index (CPI). There is a minimum increase of 2% with a max of 3% each year. This past year, the CPI was 6.6%, resulting in the 3% increase this next year on the bills. LRS started providing service last year, replacing Republic. If Des Plaines stayed with Republic, the new price under that contract would have been $23.41 a month compared to the $18.23 average price now with LRS.
