COVID-19 Adjustments to Property Values

After the Cook County Assessor’s Office (Assessor's Office) began the 2020 reassessment of the south and west suburbs, the COVID-19 pandemic led to substantial economic, social, and market changes that can have corresponding effects on property values. 

To account for the pandemic’s impact, the Assessor’s Office determined that it was appropriate to apply COVID-19 Adjustments to property values in 2020, where applicable. The extent of these adjustments will depend on each property’s use, type, and location. No action is required by property owners to receive this adjustment. Tax Year 2020 Vacancy Requests In Assessment

The Assessor’s Office has a statutory duty to assess properties at market value (or “fair cash value,” so other governmental agencies can determine appropriate tax levies and rates.

Neighborhood groups, elected officials and chambers of commerce often express concern that not all property owners are paying their fair share of property taxes. These concerns occasionally lead to questions about whether above-market rates of vacancy have been claimed, resulting in tax burden shifts that may not be appropriate. In addition, the Assessor’s Office’s vacancy policy has not been public in the past, leading to a misunderstanding as to how it is applied.

To address these concerns, the following provides information and guidelines for those seeking a revision in their assessed value due to vacancy and market considerations.

What is a Certificate of Error?

If you forgot to apply for an exemption in prior tax years (2016, 2017, or 2018), you may be eligible to apply for a Certificate of Error to receive a refund. Applying for a Certificate of Error is very similar to applying for an exemption and for the first time the application can be submitted onlineTax Year 2019 applications will be accepted later this year after second installment property tax bills are sent. Official Appeal Rules Updated

The Cook County Assessor’s Official Appeal Rules provide requirements, parameters, and guidance to persons preparing or filing an assessment appeal. As of May 18, 2020, the Official Appeal Rules have been updated. Please see significant changes below and click the button below to read the complete rules. 

  • The appeal period is shortened from 40 to 35 days (update to Rule 13)
  • Re-review is eliminated (update to Rule 26)
  • Practitioners are required to file appeals online (update to Rule 8)
