IOGCC Annual Conference
The Interstate Oil & Gas Compact Commission will hold the 2025 Annual Conference September 22nd through 24th in Anchorage, Alaska. This year marks the 90th anniversary of the formation of the IOGCC. This meeting will bring together a wide range of participants, including governors, state and federal regulatory officials, oil and gas industry representatives, and non-governmental organizations, to advance IOGCC'S mission. IOGCC is a multi-state government agency that champions the conservation and efficient recovery and storage of domestic oil and gas resources while protecting human health and safety and the environment.

Hearings
Docket No. CC-2025-OGR-01-002, Application for Spacing
Snake River Oil & Gas, LLC (SROG) submitted an application on May 22, 2025 to the Department requesting an order to establish a 400-acre unit in Harmon Field, Payette County. The evidentiary hearing scheduled for July 10, 2025 was vacated and reset to September 18, 2025 in Fruitland City Hall.
Docket No. CC-2025-OGR-01-003, Application for Spacing
Cascade Exploration LLC, a subsidiary of Koloma in Denver, submitted an application on June 30, 2025 to the Department requesting an order to establish a +/- 239-acre unit in Section 25, T5N R4W, Canyon County to drill a stratigraphic test well for geologic hydrogen. The evidentiary hearing was held August 28, 2025 at the College of Western Idaho’s Nampa Micron Education Center. Following the hearing, a public comment session was held at the same location beginning at 5:00 p.m. No members of the public attended to comment on the proposed unit. The final order will be issued within 30 days of the hearing date.
Docket No. CC-2025-OGR-01-004, Application for Spacing
Cascade Exploration LLC, a subsidiary of Koloma in Denver, submitted an application on July 24, 2025 to the Department requesting an order to establish a +/- 40-acre unit in the SE ¼ NE ¼ Section 26, T5N R4W, Canyon County to drill a stratigraphic test well for geologic hydrogen. The proposed unit lies directly west of the proposed unit in Docket No. CC-2025-OGR-01-003. The evidentiary hearing is scheduled for September 29, 2025 at the College of Western Idaho’s Nampa Micron Education Center.
Application for Seismic Permit
Cascade Exploration, LLC submitted an application on July 25, 2025 for a permit to acquire approximately 50 miles of 2D seismic data in northern Canyon and southern Payette counties. The Department approved the application on September 12, 2025. The application and approval are posted on the OGCC website.
Field Status / Injection Well Update
SROG’s application for a gas injection well treatment for the ML Investments #2-10 (USWN 11-075-20022), submitted on April 24, 2025, was approved by the Department on May 28, 2025. Commencement of operations has been delayed until sometime in September while SROG awaits additional refurbishing on the equipment necessary to conduct the treatment.
Snake River Oil & Gas reports that the conversion of the DJS #2-14 well to a Class II injection well remains on hold pending improved gas prices.
A presentation on hydrogen exploration in the state of Idaho was given to the Idaho Oil & Gas Conservation Commission at the August 19, 2025 regular meeting in the State Capitol.
Lauren Morahan, Senior Regulatory and Permitting Coordinator for Koloma, the parent company of Cascade Exploration LLC attended the meeting and gave a short background on geologic or natural hydrogen, a summary of the company’s exploration efforts to date and timetable for future activities. Commissioners asked several questions about the exploration concepts for hydrogen, the uses for hydrogen, and the types of potential facilities that could be built if a commercial discovery results from Cascade’s exploration activities.
