Risch, Fulcher, Gluesenkamp Perez Introduce Bill to Manage Forests, Reduce Wildfire Risk
Joint News Release, 3-8-23
WASHINGTON – Today, U.S. Senator Jim Risch (R-Idaho), Congressman Russ Fulcher (R-Idaho), and Congresswoman Marie Gluesenkamp Perez (D-Wash.) introduced the Treating Tribes and Counties as Good Neighbors Act to fully extend eligibility for the Good Neighbor Authority (GNA) program for federal forest restoration and management projects to Tribes and counties as well as increase opportunities for cross-boundary restoration.
“Idaho has long been a leader in conservation and collaboration, and the Good Neighbor Authority program has been an important tool to help get forest management projects on the ground faster. Because of this success, Congress extended GNA to Tribes and Counties in 2018, but unfortunately, they still have not been granted the ability to effectively execute projects,” said Risch. “The Treating Tribes and Counties as Good Neighbors Act will empower Tribes and counties to take a leading role in conservation and enable all GNA partners to better manage our forests and reduce the risk of catastrophic wildfires.”
“I am proud to join Senator Risch and Representative Gluesenkamp Perez on reintroducing this vital piece of legislation in the 118th Congress. Throughout the Western United States, the Good Neighbor Authority has proven a valuable forest management tool for many states, including my home state of Idaho. I am proud of the work the Idaho Department of Lands and their partners have performed to better optimize the utility of Idaho’s lands,” said Fulcher. “Our country is vastly rich in natural resources and our counties and tribes deserve a chance to share in the success of the GNA program. The time is now to provide the communities on the frontlines of our nation’s forest with all the relevant resources essential to success as well as restore sound management practices.

2023 Arbor Day grants offered in Idaho communities
Bonner County Daily Bee, 3-8-23
The Idaho Nursery and Landscape Association, in cooperation with the Idaho Department of Lands, Avista, Rocky Mountain Power, and Idaho Power, is pleased to announce a program intended to help communities celebrate Arbor Day, plant appropriate trees for energy conservation and foster a stronger relationship between Idaho communities and the Green Industry.
This year, 45 Arbor Day grants will be awarded to Idaho communities in the amount of $300 each for “Planting Idaho”. Funding for this program is provided by the generous contribution of Idaho utilities that have a large interest in healthy urban forests and having the right tree planted in the right place.
This year grants of $300 each, will be available for communities to purchase trees, shrubs and related materials for their Arbor Day celebration. For the 21st consecutive year, Avista, Idaho Power and Rocky Mountain Power, in partnership with IDL, have generously donated funds to support this program. The funds are a part of the Idaho Community Forestry Trust Account supported in part through the contributions of these utilities. All Idaho communities are encouraged to participate in the “Planting Idaho” program. Applications will be sent to communities throughout Idaho and a lottery-style drawing will be used to determine who receives the grants.

Idaho Department of Lands Eastern Area Manager Pat Brown was recently perusing the Defense Logistics Agency’s online inventory of used and surplus military equipment, as he’s regularly done for the past ten years, when he saw a 143-item lot of Generac XD5000E diesel generators, supposedly new. The 350-pound engines were bulky and would cost a bit to transport, but on the upside, were originally valued at $5,618 apiece, and if in perfect shape, could be very useful out in the field.
Problem was, the accompanying photos just showed wooden crates bleached by the California sun. Brown had to trust that the DLA Disposition Services property disposal site near Stockton had correctly described the equipment condition. Brown reached out to Property Disposal Specialist Dan Callens, who handles Reutilization, Transfer and Donation for DLA and had assisted him with previous requisitions.

North Idaho Man Gets 10 Years in Prison for Starting Forest Fires Last Summer
Big Country News, 3-3-23
BOISE - An Idaho Department of Lands collaboration with the Idaho State Fire Marshall’s Office and law enforcement on arson fires last summer has resulted in a north Idaho man receiving 10 years in prison.
In February, he pleaded guilty to multiple counts of third-degree felony arson in relation to fires in Bonner County.
Ryan Nathaniel Greene was sentenced for six counts of Arson III for burning forestland on both state and federal lands. The fires set by Greene were reportedly extinguished before they were able to grow very large.
IDL investigates all wildfires under its protection. Last summer IDL investigated 287 wildfires and of those, 132 were investigated as human caused.
Over the past two years the agency has worked to modernize its fire program. While IDL has always retained a few fire investigators on staff, its new Investigation Program is led by a dedicated manager and includes about 20 other IDL employees who completed specialized fire investigation training.
