- Governor Brad Little asked about the Wildcat Cedar Sale and the road issues involved. Director Dustin Miller confirmed there are issues regarding surfacing the road and bridge and the department will keep the Governor apprised as discussions progress.

- The Governor asked about marking the real estate to market. EFIB manager Chris Anton noted that while there is a report each month it lags behind by about two months. He expects to see the valuations come down.

- Controller Brandon Woolf asked about the timing of the request and why it was brought now. Division Administrator Mick Thomas stated the application was made earlier this year. They are usually brought forward when there is a desire to clear a title.
- The Controller followed up asking about the normal time frame for this process. Thomas stated it is currently taking the Southwest Area about six months to process an application.
- Secretary of State Lawerence Denney asked about the buildings already there. Thomas noted they were built in 1970 and was built on a clouded title. He stated the state does not own the upland.
- The Governor brought up there had been an item on the agenda to have the disclaimers go to the department rather than the Land Board, however, it was removed. There are potentially thousands of future requests and there needs to be a robust policy. The Land Board does not need to address dispositions every Land Board meeting.

- The Controller ask about viewshed impact on this sale. Timber Sales Section Manager Jeremy Shawver stated that it faces other endowment land and has no impact.
Endowment Administrative Sites Policy

- The Governor wanted to verify that this item is asking not having to advertise a lease for these specific properties, but all the withdrawals would come back to the Land Board. Deputy Director Bill Haagenson said any future withdrawals would go to the Land Board
- The Controller wanted clarification on the partners. Haagenson stated a TPA is a good example of a partner as they protect endowment land.
- The Controller asked why the Boise staff office is not on the list while appearing to meet the criteria. Haagenson said the decision was to look at the market and availability of a property. He noted a move could happen, it would be costly, but could happen.
- The Governor stated he assumed other properties that fit the criteria are out there. Haagenson stated that some buildings are not on endowment land and would not be affected. He noted the list is what is currently recommended by staff.

- The Governor stated that he has issues with appraised values and determination of disguised sales. He would like better direction given on appraisals and what can be determined by one person as a disguised sale.
- The Controller stated the Land Board would need to approve that before the due diligence process.

- Controller Brandon Woolf stated he wants to make sure target allocations are looked at in the future to assure Land Board they are going in the right direction.

- The Governor wanted confirmation that his is not IDL legislation and asked whose name will be on the bill. Policy and Communications Chief Scott Phillips said that is correct and David Claiborne with the Idaho ATV Association will be the primary sponsor and there has been interest from a handful of legislators to be behind the bill as well.
- The Governor asked if IDL would be on the SOP. Phillips said no, we are just asking for permission to be able to talk to legislators in a positive way and say this bill is something we want. The Director the question is if the Land Board is supportive of this legislation and would like us to advocate for this bill.
- Superintendent Sherri Ybarra said she was not comfortable with the final bill unseen. Phillips pointed out that the draft bill was an attachment and no changes were expected. Ybarra asked if it could be stipulated that if there are changes it come back to the Land Board.
- The Governor stated he is in favor of the concept as we want better compliance with the laws, but he was uncomfortable not having it finalized as there are a lot of players involved.
- The Controller asked if it could be presented again after the bill is finalized. Phillips said that is the preference but there will likely be no meeting next month.
- The Governor stated the bill will have legs with or without IDL’s ability to talk with legislators.
- The Secretary of State would not like IDL to actively lobby the bill, but it would be appropriate to be there to answer questions.

- The Governor asked when the agreement might be approved. Fire Bureau Chief Josh Harvey expects it to be implemented in 2024.
- The Governor asked for better costs estimates with the new agreement. Harvey state some years could cost more, slower years with more temperate weather like this year could result in a possible slight reduction in costs. He noted it is extremely difficult to estimate. The Governor stated we know there will be years up to 70-million and some below, but we have an obligation to give some level of expectations of what it will cost. He noted a hard answer isn’t needed just a range; we owe it to the people of Idaho to give a range.
