Stakeholders draft recreation legislation for Idaho endowment lands

A group of stakeholders representing outdoor recreationists, cattlemen, farmers and outfitters have crafted draft legislation to reduce the severity of punishments for damaging state endowment land, with the intention of improving enforcement and education around the issue.

Scott Phillips, policy and communications chief for Idaho Department of Lands, presented the draft bill to the State Board of Land Commissioners on Tuesday, seeking approval for the department to officially support it.

“At the end of the day, our goal with this legislation is to curb the damage so we can keep endowment land open for public access,” Phillips told the Land Board.

Idaho Conservation advocates are celebrating conservation easement on Cougar Island

BOISE, Idaho — Idaho conservation advocates had major concerns about the future of this island on Payette Lake throughout 2022. Cougar Island is owned by the state, but Idaho was looking to sell the land to maximize financial return, per state regulations.

The state constitution requires the Land Board to "maximize financial return over the long term," mainly to benefit public schools. Scott Phillips with the Idaho Department of Land explained the thought process of the Idaho Land Board earlier this year.

“In this case with one lessee on the property, it really is an underperforming asset given the value of that property. So the land board made the decision in a very public way in 2018 and then again re-discussing that in January and February of 2021 through the Endowment Land Strategy to sell the parcel, bring it to auction and do something different. The proceeds to earn more money for our schoolchildren," he said.

Choir, Check and Cheer at the Idaho Capitol

BOISE–The traditional high school choir performance for the Idaho State Board of Land Commissioners (Land Board) and check presentation to students will take place 8:30 a.m., Tuesday, December 20 at the Idaho Capitol 2nd Floor Rotunda at 700 West Jefferson Street in Boise.

Celebration includes:

Christmas carols courtesy of the Capital Singers (Capital High School choir) and the presentation of the traditional “Big Check.”

The Land Board will present the symbolic check to school children that recognizes the endowment lands and fund distribution of $61,532,200 for Fiscal Year 2023.

There are nine endowment beneficiaries that include Idaho’s public schools, universities, state hospitals for the mentally ill, state veterans homes, the Idaho School for the Deaf and Blind, Idaho’s juvenile corrections system, and Idaho’s prison system.

The total distribution for all beneficiaries is $100,315,000 in FY2023.

The Land Board is comprised of the Governor, Secretary of State, Attorney General, Controller, and Superintendent of Public Schools.
