There is a significant amount of change underway in IT. Some projects have been put on hold, while new ones have been started. This direction is coming from a group responsible for aligning IT with the organization’s strategic direction called the IT Steering Committee. IT will provide a monthly update to communicate what the IT Steering Committee has prioritized, and what IT is working on.

Strategy Updates
The IT Steering Committee (ITSC) has decided to implement a phased retirement of Navision and Landfolio for a variety of factors. These systems require more overhead to implement and support than expected. This change was detailed in a prior edition of a Director's Update email.
With the intention of reducing the demand on budget and IT resources, in order to focus energy into the agency’s business-critical functions, this month the ITSC made some strategic decisions concerning what systems IT will support.
Phased Retirement of Navision
The ITSC decided to transition IDL’s accounting data processing entirely to the State Controller’s Office’s Luma system.
At the August ITSC meeting, IT provided analysis concerning new Navision. There were a number of identified risks with moving forward with the New Navision project. Most importantly the licensing costs for the new version was going to cost much more, not to mention the rising costs of third-party vendor support. The ITSC decided to take a phased approach to the retirement of Navision.
- Phase 1: Make sure that Navision can support the transition to Luma when it goes live in 2023. This requires only a minor edit to the Intrans process.
- Phase 2: One by one transition the following functionality out of Navision:
- Move NAV Leasing and Permitting
- Move NAV Timber Billing and Scaling out of Navision into Trimble Timber Settlement & Scaling (See “Scrum Team 2” below)
- Move NAV Fire Billing into Gold’s Fire Business System (See “Scrum Team 2” below)
- Move NAV Hazard
All new systems will be designed to communicate with Luma. Please note that we will continue using Navision until all functionality has been replaced.
Phased Retirement of Landfolio & IMS
Currently the phases are not planned. More information will be communicated as more is understood.
Product Updates
Scrum Team 1 – Fire & Forest Practices Regulatory
The first video demo of the software (for security reasons video only accessible via IDL login) occurred on August 18 to an audience of 30-40, many of which were Area staff. The demo included the entry of the Notification/Compliance data and the generation of the map. The feedback was overwhelmingly positive.
Participants made suggestions, some of which are being included in the next sprint. For example, Resource Supervisor – Private Forestry Robert Barkley suggested removing the fields for entering the Purchaser’s address. Before LIMS the Purchaser’s address was not collected, and today is not explicitly needed on the Notification/Compliance. Reducing the amount of data entered during the issuance process helps get the customer out the door faster with their Notification/Compliance.
A second video demo (for security reasons video only accessible via IDL login) occurred on September 13 that showed the generation of the Notification/Compliance, the ability to copy an existing Notification/Compliance, and auto-generation of the legal description.

Scrum Team 2 – Trimble Timber Settlement & Scaling
The ITSC has approved resuming the Timber Settlement & Scaling project. The project was put on hold by the Steering Committee in May due to the risk to the project due to uncertainty around the Luma project. The decision to move away from Navision frees up a scrum team to resume the Timber Settlement & Scaling project.
Scrum Team 3 – Gold’s Fire Business System
Nevada, Wyoming, Utah, Arizona and Colorado have implemented Gold’s Fire Business System (FBS) (Gold Systems), in each case dramatically reducing the time to reconcile outstanding balances between Idaho Department of Lands and other state, federal, county, city and tribal partners from years to months. Idaho will benefit by needing to develop less custom software.
Microsoft 365 SharePoint
IT is continuing to make progress on the new version of SharePoint. The ITSC chose to use the Minerals, Navigable Waters, Oil & Gas Division for the pilot. IT is creating a template for how each division’s infrastructure site will be created and how data will be migrated to the new site.
