Rules Governing Leases on State-Owned Submerged Lands
Following Executive Order 2020-01: Zero-Based Regulation, IDL will review the Submerged Leasing Rule (IDAPA 20.03.17) to make sure the rule is simplified, streamlined, and updated. Additionally, IDL will be recommending an increase in one-time fees for submerged lease applications and assignments.
Any interested party can participate as we review and discuss possible changes to the rule text.

About IDL's Navigable Waterways Program
Idaho’s public trust lands are the lands submerged below the ordinary high water mark of navigable lakes and rivers. Title to these lands is held in trust and is administered for the public benefit. IDL manages these lands to provide for their commercial, navigational, recreational and other uses. Part of that management is administering dock/encroachment permits on Idaho lakes and rivers.
