City Steps 2030: City seeks public input on community housing needs
The City is seeking public input on affordable housing, community development, and economic development needs in Iowa City over the next five years as part of its City Steps 2030 plan.
Residents are invited to share their ideas at a series of public meetings that will focus on determining how federal funds will be spent to best benefit low-to-moderate income households.
All members of the public are invited to participate and provide their input, understanding that those who are most impacted by the use of these funds will provide important perspectives to the discussion.
Public meetings to gather feedback from residents
Three meetings will be held at various locations throughout the community, including:
NCJC - Pheasant Ridge Neighborhood Center, 2651 Roberts Road, Iowa City.

City Steps 2030 is part of the City's Fiscal year 2026-2030 Consolidated Plan. Each year, the City receives Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) funds from the U.S. Department of Housing & Urban Development. The purpose of the City’s Five-Year Consolidated Plan and Annual Action Plan is to help improve the housing and living conditions of its residents, especially those households with low-to-moderate income, people experiencing homelessness, and persons with special needs.
To continue receiving these critical funds, the City must identify and prioritize needs within the community, explaining how these funds will address those needs. The participation of impacted residents is crucial for creating a plan that accurately reflects the needs of Iowa City residents.
Stakeholders sessions for local partners and agencies
In addition to the public meetings, a series of stakeholder sessions will be held the same week to gather community feedback from local partners and agencies. All these events will be held at Emma Harvat Hall at City Hall, 410 E. Washington St.
