ICPD announces promotions, new hires
The Iowa City Police Department celebrated three promotions
and three new hires during a swearing in and promotions ceremony on Monday, Aug. 20, 2018, at City Hall.
Promotions
Captain Denise Brotherton was promoted from the rank of
lieutenant. Capt. Brotherton has been part of the ICPD since 1995, and has
worked as a Patrol Sergeant, Public Information Officer, Commander of the Crisis
Negotiation Team, and as a Patrol Lieutenant. She earned her B.A. in Criminal Justice from Mount Mercy University, and is a graduate of the FBI
National Academy. She currently serves as the second Vice President of the FBI National Academy Iowa Chapter, and recently received the Iowa Police
Chiefs Community Policing Award. She replaces Capt. Troy Kelsay who will retire
in September.
Lieutenant Scott Gaarde was promoted from the rank of sergeant. Lt.
Gaarde has been part of the ICPD since 1997, and has worked as a Domestic Abuse
Investigator, Patrol Sergeant, Investigations Sergeant, Public Information
Officer and Special Response Team member. He earned his A.A. in Law Enforcement from Clinton Community College, his B.A. in Sociology from the University of Iowa, and is a graduate of the Northwestern University Center for Public Safety.
Sergeant Andrew McKnight was promoted from the rank of officer.
Sgt. McKnight has been part of the ICPD since 2014, and has worked as an
evening Patrol Officer, Instructor for Crisis Intervention Training (CIT),
Crisis Negotiation Team member and Field Training Officer. He previously served in the British Royal Air Force Police, and has a B.S. in Health and Sports, and a Master's Degree in Cultural Studies from the University of Iowa. He was presented
with the ICPD's Dick Lee Award in 2017 for recognition of outstanding sustained
efforts.

New Hires
The Department also welcomed and swore in three new officers
who will all begin ILEA basic training in Johnston on Aug. 27, with graduation
slated for December.
Isaiah McNamee, 22, is from Waterloo and has a B.A. in
Criminal Justice and Sociology from Iowa State University. He previously worked
as a Campus Security Officer for the ISU Department of Public Safety. His father is a retired lieutenant with the Waterloo Police Department.
Conner Herman, 25, is from Cedar Rapids, and has a B.A. in
Mathematics and Health and Physical Education from Luther College. He
previously worked as a teacher and coach for Roosevelt Middle School and
Jefferson High School in Cedar Rapids.
Jonah Kuntz, 23, is from Solon and has a B.A. in Criminal
Justice from St. Ambrose University. He previously worked for the Cedar Rapids
Public Works Department.
