This forum is required by the Centers for Medicare & Medicaid Services (CMS) as part of the State’s operation of the Iowa Wellness Plan 1115 Demonstration. The forum provides the public with an update on the progress of the demonstration and an opportunity to comment.

HCBS Enabling Technology Town Hall
New to Iowa Medicaid, the Enabling Technology Town Halls provide an opportunity for providers, members, advocates, and community partners to learn about upcoming changes and improvements, ask questions, and share feedback on services that support people living independently in their homes and communities.
What is Enabling Technology?
Enabling technology includes a range of devices and tools that support individuals in living as independently as possible. Examples include:
- Remote monitoring or support systems (e.g., clinical management platforms)
- Wearable and smart devices (e.g., smartwatches and personal emergency response systems)
- Mobile applications (e.g., medication tracking apps)
- Communication tools (e.g., smart doorbells and video conferencing platforms)
- Home sensors (e.g., motion detectors and carbon monoxide alarms)

Public Comment Updates
In early 2026, Iowa HHS held a public comment period as part of the HOME Project. The goal is to make services easier to access and help people stay in their homes and communities.
During this time, 176 comments were submitted about the proposed waiver changes. Feedback came from providers, current and former waiver members, family members, and others.
Most comments included questions, concerns about possible gaps or risks, and support for the proposed changes. Some feedback shared personal perspectives that were helpful for understanding individual experiences, but not all comments applied to the broader waiver system or the proposal overall.

 What are the proposed changes?
The Centers for Medicare & Medicaid Services (CMS) approves programs called HCBS waivers, which help people get care at home or in their community instead of in a facility.
As part of the HOME project, Iowa HHS plans to simplify its current system. It would replace four existing waivers (Health and Disability, Children’s Mental Health, AIDS/HIV, and Physical Disability) with two new ones based on age.
The two proposed waivers are:

Children and Youth Waiver (ages 0–21):
Provides services for children and young people with disabilities, special health care needs, or mental health needs. This program helps children live at home with their families instead of in places like hospitals or nursing facilities.

Adults with Disabilities Waiver (ages 21+):
Provides services for adults with disabilities. This program helps adults live at home or in their community instead of in a hospital or nursing facility.
Since the public comment period concluded, what changes to the proposed waivers have been made?

Medical Day Care for Children: Updated to define a traditional childcare setting as “structured, center-based programs or licensed in-home care.”
- Removed references to Phase II individualized budgeting in the Adults with Disabilities (AD) Waiver and added the correct monthly service caps based on Level of Care (LOC).
- Updated Workforce and Participant Needs Assessment (WPNA) language to be consistent across the Children and Youth (CY) Waiver and the Adults with Disabilities Waiver.
- Corrected Personal Emergency Response System (PERS) service and removed the self-direction option.
- Amended Respite services to allow them to be provided by individuals who are age 16 or older.

Iowa Total Care had a great end to 2025, bringing programs and new accomplishments with us into 2026. In the last six months, we have been servicing Iowans across the state through service opportunities and enhanced programs.

Iowa Total Care Donates $25k to Food Bank of Siouxland, Packages 2,770 Pounds of Food
This year, Iowa Total Care donated $25,000 to the Food Bank of Siouxland in Iowa. The Food Bank of Siouxland provides consistent, year-round food to Iowa communities.
Along with the donation, Iowa Total Care staff also volunteered with the Food Bank of Siouxland to package up 2,770 pounds of meat for Iowa communities. 2,770 pounds is equivalent to nearly 7,400 servings of meat to go on the plates of our neighbors in need. We always look forward to partnering with food banks across Iowa!

Bringing Literacy to Life with Clover Kids
In October 2025, Iowa Total Care launched a new partnership with the 4-H Foundation’s Clover Kids program as part of the Iowa Total Care Literacy Program. This initiative promotes early childhood literacy through new resources and collaboration within the community.
Together, we introduced a series of seven books designed to help children build life skills like confidence, teamwork and communication through interactive activities. Available in 100 county locations, these books make reading fun while supporting emotions and social skills.
By combining literacy with hands-on learning, we’re helping young readers develop skills that last a lifetime.

LTSS Stakeholder Meeting
Our Stakeholder Advisory Board (SAB) is an opportunity for collaboration between providers, members, members' representatives and health plan staff. Wellpoint
Wellpoint adds new value-added benefits to program offerings
In February, Wellpoint added two new value-added benefits accessible to qualifying Wellpoint members. Members can contact their case manager to see if they are eligible:
Guardianship assistance: Wellpoint members may receive up to $750 to assist with the filing costs and attorney fees of a guardianship appointment. Mobile smartphone: Wellpoint members may receive a no-cost smartphone preloaded with digital health tools and apps, along with unlimited data, talk, and text.

Building and recognizing new healthy habits
In partnership with Iowa State University Extension and Outreach Woodbury County, Wellpoint sponsored the purchase of rice/multi-cookers for graduates of the organization’s nutrition education program. This program is offered to low-income Iowans to help them access nutritious food, cook healthy meals at home, and handle food safely.

Wellpoint volunteers help bring prom to individuals living with autism
To kick off Autism Awareness Month in April, the Fort Dodge-based Facing Autism organization hosted prom for individuals living with autism. Wellpoint staff assisted with setting up the event, engaging with and creating a comfortable environment for attendees during prom, as well as helping with teardown afterward.
Delta Dental of Iowa
Mobile Dental Clinic in Storm Lake, Iowa
Delta Dental of Iowa proudly hosted a mobile dental clinic in Storm Lake, IA earlier this month. Alongside Jet Dental, Buena Vista Regional Medical Center, and Buena Vista Public Health, we provided preventive care, extractions, and restorative services to 75 Dental Wellness Plan, Dental Wellness Plan Kids, and Hawki members.
 New Revolving Loan Fund
Delta Dental of Iowa is excited to announce our new Revolving Loan Fund, supporting private practice ownership and succession through 1% interest loans from $50,000-$500,000. Administered by Iowa Area Development Group with $2 million in funding from Delta Dental of Iowa, this unique program will work to strengthen economic vitality and access to care in Iowa communities.
