As a valued stakeholder in the solid waste and/or related industries, the Iowa Department of Natural Resources (DNR) is seeking early stakeholder input on potential changes to Iowa’s solid waste administrative rules. Please join us on October 24th from 1:30 to 3:00 PM at the Wallace State Office Building, Room 2N. You may participate in-person or virtually.
Executive Order 10 (EO 10), signed by the Governor on January 10, 2023, requires all state agencies to conduct comprehensive evaluations of administrative rules, and identify which rule chapters will be retained or rescinded. The process includes public engagement to provide recommendations and feedback.
The DNR’s Land Quality Bureau would appreciate your input at this initial meeting, which will include the presentation and discussion of the Recommended Revisions and Proposed Structure. The goal is to complete the solid waste rule revision process by December 31, 2025.

FREQUENTLY ASKED QUESTIONS
Below are answers to some frequently asked questions along with recommended revisions and proposed structure for the rules.
What is EO 10?
EO10 was signed by the Governor on January 10, 2023 and requires all state agencies to conduct a comprehensive evaluation and rigorous cost benefit analysis of existing rules to evaluate their public benefits, whether the benefits of the rules justify the cost, and whether there are less restrictive alternatives to achieve their intended goal. Each administrative rule chapter will either be rescinded, revised or combined with other chapters..
How does EO 10 impact stakeholders?
The Land Quality Bureau (LQB) of the DNR is responsible for all solid waste related rules, including sanitary landfills, compost facilities, appliance recycling, and much more. The EO 10 process requires the DNR, in consultation with stakeholders, to review each rule and develop proposed changes to reduce regulatory burden. This may include changes to the current rules, combining the current rules, or rescinding the current rules, which in turn can impact you as a stakeholder.
Recommended Revision and Proposed Structure
In response to Executive Order 10 (EO 10), the Financial and Business Assistance Section (FABA) and the Solid Waste Section of the DNR have drafted the Recommended Revisions and Proposed Structure (Proposal) for the rules administered by these sections. This Proposal is a starting point and framework for discussions with stakeholders. The initial public presentation of this document and the EO 10 process will occur at the ISOSWO/IRA Conference in Waterloo, Iowa on October 3rd. The first opportunity for public input will be October 24th from 1:30 to 3:00 PM as already noted above.
Can stakeholders provide input?
Yes, the EO10 process requires public engagement, including the opportunity for stakeholder input throughout the process.
The early stakeholder outreach phase, which we are currently in, is an opportunity for you to shape the direction of rules before staff begin drafting language. By sharing your comments early in the process, the DNR can consider different concepts and the effects the rules will have. In addition, there will be additional opportunities to comment on specific rule language later in the process.

Where can I learn more about EO 10?
The LQB is in the process of creating an EO 10 webpage, which will be the information hub for all things EO 10. We expect it to be available early October and will be communicated to stakeholders after it is available. Meanwhile, you can refer to the DNR-wide EO 10 webpage.

What is the schedule?
The proposed revisions will be presented to the Governor’s office by August 31, 2025, and to the Environmental Protection Commission in November 2025. The new rules and recisions are expected to become effective in the Spring of 2026. Although minor changes can be made after it has been presented to the Governor’s office it is our intention to have consensus on the bulk of the changes. LQB staff are in the process of developing a timeline to meet this deadline.
