The Iowa State Revolving Fund (SRF) issues two documents each year for the Clean Water SRF and the Drinking Water SRF Programs: the Intended Use Plan (IUP) and the Annual Report. The IUPs are published at the beginning of the state fiscal year (FY) and outline the goals and objectives for each program area and are updated quarterly. Annual Reports are published after the end of the state fiscal year and show the annual results and accomplishments, and how well the program area goals and objectives were met.
The Iowa SRF has provided over $4.5 billion in cumulative assistance as of FY 2022 and continues to be an effective and cost-efficient mechanism for financing projects to protect water quality and public health.
Detailed information is included in the FY 2022 Annual Report for the Clean Water and Drinking Water SRF Programs, which covers July 1, 2021 through June 30, 2022.

The Iowa Environmental Protection Commission (EPC) has approved the Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF) Intended Use Plans (IUP) third quarter update for state fiscal year 2023 (July 1, 2022 - June 30, 2023). The Commission took the action at their meeting on December 13, 2022.
This update incorporates Annex A to the Clean Water IUP and Annex A to the Drinking Water IUP which describe the intended uses of the Bipartisan Infrastructure Law (BIL) General Supplemental Funds. The FY 2023 Q3 Project Priority Lists for the CWSRF and DWSRF IUPs include projects approved for both base SRF and BIL General Supplemental Funds.
