Job Description:
The Iowa Department for the Blind (IDB) is seeking a Chief Information Officer. We are looking for an enthusiastic professional who shares our mission values, and philosophy of blindness. This position will be responsible for planning and producing agency internal and external communications and public relations events. This position will put together legislative open houses, create an engaging social media presence, coordinate, and disseminate press releases, ensure that agency events and services are being widely publicized, and ensure that the public is made aware of what is happening at IDB. This position will serve as part of the leadership team and report to the Director. The ideal candidate will possess excellent written, verbal, and interpersonal skills. They will be highly organized, responsive, and creative. They will be very comfortable with technology and able to learn new apps and platforms easily. They will be skilled in the use of social media and excited by the opportunity to improve our agency's outreach to underserved communities. They will have experience in creating print and digital flyers, handouts, booth displays, and other promotional materials. They will be able to gather information and create a compelling story that is in alignment with our philosophy of blindness and share that story across the state. They will have the confidence to contribute to leadership team discussions with highly intelligent, competent, and opinionated leaders. They can communicate clearly and effectively with a wide range of people including but not limited to: a diverse staff working across multiple divisions with different priorities and processes, legislators of both parties, reporters, employers, frustrated citizens, teens, seniors, educators, people with low English proficiency, and bureaucrats. Experience with creating accessible materials/implementing universal design is a plus.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in journalism, public relations, graphic design, or communications and experience equal to four years of full-time work planning and developing content for dissemination through traditional media (newspapers, publications, radio, and television), websites, social media, and/or public speaking.
2) All of the following (a and b):
a. Four years of full-time work experience in planning and developing content for dissemination through traditional media (newspapers, publications, radio, and television), websites, social media, and/or public speaking; and
b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in journalism, public relations, graphic design, or communications equals one year of fulltime experience.
3) Number two above, where twenty-four semester hours of postgraduate coursework in journalism, public relations, graphic design, or communications from an accredited college or university may substitute for one year of the required full-time work experience.
4) Current, continuous experience in the state executive branch that includes experience equal to 18 months of full-time work as an Information Specialist 2.
