Job Description:
This is a non-merit position with the Iowa Department for the Blind.
The Iowa Department for the Blind (IDB) is seeking an energetic, flexible, and enthusiastic professional to oversee and direct the work of our Business Enterprises Program. An ideal candidate will:
- Have understanding of and experience in general business management and/or Randoph-Shepherd program management

Primary job duties include, but are not limited to:
- Ensure provisions of the Randolph-Shepherd Act are followed.
- Compile and file all necessary federal and state reports
- Oversees internal program or financial audits and evaluations.
- Monitor contracts; develops plans for and implements and evaluates the program.
- Negotiate contracts with suppliers
- Draft administrative rules, legislative proposals, internal policies and procedures for the Business Enterprises Program
- Evaluate current and proposed business locations for profitability; seek out new locations.
- Ensure BEP locations are run in a clean, efficient, and profitable manner
- Oversee training new BEP trainees
- Collaborate with the Elected Committee of Blind Vendors to develop opportunities for new locations, training opportunities and evaluate new trainees
- Determine equipment and supply needs for the BEP; prepares purchasing specifications for the bidding process
- Provide technical assistance to BEP Vendors regarding profitability, growth, training needs, and financial opportunities
- Provide technical assistance to VR program staff and clients regarding self-employment and assist in expanding self-employment opportunities for blind Iowans.
- Occasional overnights for multiple-stop visits or conferences/training may be expected.
Experience in the following areas is not necessary but will be taken into consideration: vending, inspections in any field; teaching; counseling; inventory management; food safety; money management or budgeting; record keeping; working independently; customer service; business management; and employee development.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time professional-level work in program administration, program development, program research/evaluation, or management.
2) A total of seven years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
3) All of the following (a, b, and c):
a. One year of full-time professional-level work experience in program administration, program development, program research/evaluation, or management; and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) Current, continuous experience in the state executive branch that includes thirty months of fulltime work as a Program Planner (any level), Management Analyst (any level), or Administrative Assistant (any level).
