The NPDES Section of the Iowa DNR has developed a new google form that will allow permittees to submit an online request for approval for Temporary and Limited and Degradation. The Iowa Antidegradation Implementation Procedure defines Temporary and Limited Degradation as degradation that is not permanent, and can be regarded as temporary and limited following a review of all of the following factors, if applicable:
-
Length of time during which water quality will be lowered,
-
Percent change in ambient conditions,
-
Pollutants affected,
-
Likelihood for long term water quality benefits to the water body,
-
Degree to which achieving the applicable Water Quality Standards during the proposed activity will be at risk, and
-
Potential for any residual long-term effects on existing uses.
Common examples of Temporary and Limited Degradation are pilot studies of new chemical additives or a temporary chemical additive change due to supply disruptions.
The new online form can be accessed on the Iowa DNR NPDES Forms website or via the direct link at: https://docs.google.com/forms/d/e/1FAIpQLSezXvY2pIOiTtS91jmgLXvC8NDXKLGfVP0yXpn5epu-J3U1aA/viewform?usp=sf_link
Please note, this form should only be used when requesting temporary and limited degradation. Changes that are not temporary require the submission and approval of a full antidegradation alternatives analysis.

Online and virtual training opportunities are being created and offered through community colleges, state industry associations, national industry associations, EPA, and other state industry partners. All operators should continue to monitor their emails and the Training Calendar on the Iowa DNR Operator Certification Database. Look at the calendar often, as there are new opportunities posted throughout the week.
Please contact Laurie Sharp at (515) 725-0284 with any questions concerning operator certification training.
