DES MOINES—Contracts and a rule change are up for approval at the April 20 meeting of the Environmental Protection Commission.
Commissioners will meet by video conference at 9:30 a.m. To join by video, connect with https://meet.google.com/pcd-ryjg-uoa. Contracts for beach monitoring and two watershed projects head up the agenda. Naming a new participant in the solid waste Environmental Management System program is also up for commissioners’ approval. In other action, commissioners will be asked to approve a final rule change for underground storage tanks.

DES MOINES – The DNR Air Quality Bureau has the following draft permits up for review. The permits help protect Iowans’ health and air quality. DNR’s permitting staff review each permit application to ensure facilities comply with state and federal air quality requirements. We encourage public comments on draft permits, providing help on how to make effective comments. Submit written comments to the assigned permit writer before 4:30 p.m. on the last day of the comment period. DNR considers public comments before finalizing the permits.
Title V Operating Permits
Title V Operating permits are reviewed and re-issued every five years. Facilities with a Title V permit have the potential to emit large amounts of air pollutants compared to other facilities. The five-year reviews are a federal requirement and ensure adequate monitoring is included in the permit. The DNR plans to issue Title V Operating Permits for the following facilities. Allamakee County Industrial Energy Applications, Inc. – Industrial Laminates/Norplex – 665 Lybrand St., Postville. The application was submitted to operate their existing Electric Services facility. The public comment period ends May 15.
Construction Permits DNR engineers review and issue construction permits to facilities before they build new or modify existing sources of air pollution. The public may review the following air quality construction permits available online at www.iowadnr.gov/airpermitsearch OR through the EASY Air Public Inquiry Portal and then click the Public Notice tab.
Clinton County ADM Clinton Corn Processing – 1251 Beaver Channel Parkway, Clinton. Project No. 21-068. ADM Clinton Corn Processing operates a wet corn mill in Clinton. In project 21-068, ADM Clinton Corn Processing requested moving two emission units associated with the scrubber in permit 17-A-334-P (Wet Mill Process Units) to be associated with the scrubber in permit 17-A-333-P (Wet Mill Process Units). The public comment period ends May 14.
Lee County Iowa Fertilizer Company – 3550 180th St., Weaver. Project No. 20-330. Permitting the administrative building emergency generator (EP-26), which has an 11 kW (15 HP) liquid propane gas-fired engine. Public comment period ends May 16.

DES MOINES – DNR staff work with individuals, businesses and communities to help them protect our natural resources by complying with state and federal laws. This approach is very effective. In the few cases where compliance cannot be achieved, the DNR issues enforcement actions. The following list summarizes recent enforcement actions. Administrative Orders Responsible parties have 60 days to appeal the order or 60 days to pay the penalty.
Benton County Brad Zieser Submit a complete Iowa Phosphorus Index Manure Management Plan (MMP) to the Department; pay $144 in overdue MMP fees; and pay a $3,000 administrative penalty.
Cass, Hamilton, and Jasper Counties Global Fiberglass Solutions, Inc. Immediately cease speculative accumulation of wind turbine blades; and properly dispose of in, or remove from, the state all blades currently stockpiled.
Dubuque County Larrell DeJong Operate and maintain the facility and all other animal feeding operations in compliance with applicable law; develop and implement a plan of action approved by the DNR to prevent all future releases of manure; and pay a $4,000.00 administrative penalty.
Kossuth County North Iowa Custom Finishing Pay the remaining $2,250.00 penalty assessed by Administrative Consent Order 2019-AQ-10; and pay a $4,100 administrative penalty.
Osceola County Mel’s Pit Service, LLC Refrain from conducting business in the state of Iowa unless both the business and employees are properly certified as a commercial manure service; and pay a $500 administrative penalty.
Scott County Thomas May and Timber Industries, LLC Develop a plan of action to prevent future prohibited discharges to a water of the state and submit the plan to the Department for approval; submit a complete application for a stormwater discharge permit within 30 days; and pay a $10,000 administrative penalty.
Taylor County Jason Larabee Apply manure in compliance with all applicable laws; develop and implement a plan of action approved by the DNR that will prevent future non-permitted discharges to a water of the state; and pay a $7,500 administrative penalty.
