The Iowa Board of Behavioral Science would like to remind licensees of the following rule changes that have recently gone into effect.
Effective October 1, 2020, a proposed supervisor identified on a new supervision plan must meet both of the following requirements:
- The supervisor must be (1) an Iowa-licensed mental health counselor or marital and family therapist with a minimum of three years of clinical experience following independent licensure, or (2) approved by the National Board for Certified Counselors as a supervisor, or (3) approved by the American Association for Marriage and Family Therapy Commission on Supervision as a supervisor or supervisor candidate.
- The supervisor must have completed at least a 6 hour continuing education course in counseling supervision or one master’s level course in counseling supervision.
A supervisee with a supervision plan that was approved by the Board prior to October 1, 2020, can continue supervision with their existing approved supervisor. If a supervisee wishes to change supervisors or add a new supervisor, the proposed new supervisor must meet the requirements described above. The complete requirements for the supervised clinical experience are set forth in rule 645—31.5 for martial and family therapists and in rule 645—31.7 for mental health counselors.
In accordance with rule 645—31.19, which became effective on April 29, 2020, a temporary licensee can only practice marital and family therapy or mental health counseling as part of an agency or group practice with oversight over the temporary licensee. The agency or group practice must have at least one independently licensed mental health provider. A temporary licensee cannot practice as a solo practitioner or solely with other temporary licensees. Any temporary licensees who are currently not in compliance with this rule should contact the Board office.
