Job Description:

This is a non-merit position with the Iowa Department for the Blind. 
 
Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

The Accounting Technician 3 will serve as the day-to-day support for all financial and accounting matters within the Department for the Blind. This includes ensuring all proper accounting practices, laws, and IDB procedures are being followed for financial transactions under the subject matter of the Department for the Blind.

This position includes auditing, reconciling, depositing, and reporting on Department for the Blind’s financial transactions to IDB Management, other State agencies, and Federal agencies including the RSA. The Accounting Technician 3 will support the CFO in overseeing and ensuring that all IDB Units and their 79 plus staff members are compliant with required and best accounting practices and procedures and laws related to IDB financial matters. Ideal candidates will possess a strong accounting skills and a belief in the capacity of blind persons.

Your Responsibilities:

  • Compete Pre-audit approval on all payment and correction documents, review for accuracy in all fields, grants, tasks, program codes, etc, to ensure proper cost allocation and federal grant expensing.
  • Review all Gifts & Bequest requests for compliance with Commission policy for Gift & Bequests. For approved loans, prepare promissory notes, work with client on repayment terms, process payments, do follow ups if payments not made timely, file with income offset as needed.
  • Oversees the posting of revenues and expenditures on notes payable. Prepares monthly note payable statements.
  • Monthly, analyze expenditures for federal grant indirect cost billing. Prepare supporting spreadsheet and oversee preparation of cost distribution paperwork.
  • Train new staff on indirect cost analysis and preparation of spreadsheet and associated paperwork and oversee staff’s work. Update indirect Cost Rate calculation spreadsheet based on annual negotiated term.
  • Analyze case management system for expenditures on client plans eligible for Social Security Administration reimbursement. Prepare Social Security reimbursement claims and track them through the process.
  • Oversees the audit of receipts, fees and expenses for a number of accounts; reconciles a variety of discrepancies in a number of inter-related accounts
  • Assist supervisor in updating program codes in State Accounting System for federal grant changes in ensure correct cost allocation to federal grants.
  • Oversees and participates in the auditing/processing for all claims for payment against departmental funds.
  • Leads and trains clerical accounting staff and participates in payroll preparation, and the maintenance of time distribution records for Iowa Department for the Blind.
  • Train clerical accounting staff in the reconciliation of IDB timesheet to preliminary and final payroll and trains staff in preparation and submission of corrections as needed to payroll entries.
  • Analyzes expenditures and subtotal allowed program cost for federal grant reporting such as RSA2 quarterly, 7OB, and RSA15.
  • Designs and implements accounting systems which are responsive to changes in operations and multiple funding agency financial requirements.
  • Assists supervisor by performing such duties as instructing employees, answering questions, distributing and balancing the workload, and checking work; may make suggestions on hiring, promotions, and reassignments.
  • Train staff on and oversee department compliance with travel rules and regulations and procurement rules and regulations.

Minimum Qualification Requirements:

Graduation from high school or G.E.D equivalency and experience equal to five years of accounting work involving compilation, tabulation, examination, verification or recording of financial, statistical or related fiscal program data using elementary bookkeeping principles and practices;

OR

completion of a post-high school accounting curriculum from an accredited vocational, technical, business or community college, with at least twenty semester hours of accounting coursework;

OR

an equivalent combination of education and experience, substituting one year of clerical office work for each year of the required education;

OR

an equivalent combination of education and experience, substituting thirty semester hours of accredited post high school education in Business, Accounting or a closely related curriculum for each year of the required experience;

OR

employees with current continuous service in the state executive branch that includes experience equal to one year of full-time work as an Accounting Technician 2.
