DNR announces virtual public meeting for Supreme Beef, LLC nutrient management plan

CLAYTON COUNTY -- The Iowa Department of Natural Resources will host a virtual public meeting on Aug. 31 from 6 p.m. to 8 p.m. to gather public comment on the Supreme Beef, LLC Nutrient Management Plan (NMP). 

The Supreme Beef, LLC facility will be located in Giard Township in Clayton County. To request an electronic copy of the NMP, contact Kelli.Book@dnr.iowa.gov.

Per the administrative rules, comments should be limited to the following topics:
1) that the NMP was submitted according to procedures required by the DNR and
2) that the NMP complies with the provisions of 567 Iowa Administrative Code chapter 65.

During the virtual meeting, a moderator will provide a tutorial of how to use the virtual meeting features and the DNR will provide an introduction to the process and the facility. Supreme Beef, LLC will be given the opportunity for a brief statement at the beginning of the meeting. Depending on the size of the group, attendees may be broken into smaller groups and assigned a DNR staff member to collect public comment. Comments will be limited to three to five minutes per person.

If you are unable to attend the virtual meeting or have items to submit such as photographs or presentations, you may submit the written comments and other documents to Kelli.Book@dnr.iowa.gov by 12 p.m. on Sept. 1. 


Public hearing to collect comments on wastewater general permit renewal for pesticide discharges

DES MOINES – The Iowa DNR will hold a public hearing on Sept. 1 to collect public comments on the renewal of the National Pollutant Discharge Elimination System (NPDES) wastewater general permit for pesticide discharges, otherwise known as General Permit No. 7 (GP7). 

GP7 will expire on May 17, 2021. The Environmental Protection Commission is proposing to renew the permit for a third five-year term. Proposed changes to the permit include formatting and other minor revisions to simplify existing language and improve clarity. The permit’s definition for “Waters of the United States” is also being updated to reference the June 22, 2020, federal definition.

A public hearing on the proposed GP7 will be held via conference call at 2 p.m. Sept.1. Persons who wish to make oral comments at the conference call public hearing must submit a request to Melinda McCoy prior to the hearing to facilitate an orderly hearing.

Upcoming meeting to focus on solutions for lower Missouri River flood risk management

DES MOINES -- An upcoming stakeholder meeting will help identify and prioritize problem areas along the Missouri River as part of a larger multi-state effort to address flooding in the lower Missouri River basin. 

The meeting, to be held both in Nebraska City and online by the Nebraska Department of Natural Resources, will gather stakeholder feedback. Iowans are invited to attend. The Iowa DNR held meetings virtually in late July. 

The meeting will be held in Nebraska City Aug. 26 from 3 p.m. to 5 p.m. at Lied Lodge and Conference Center, 2700 Sylvan Road. The online version of the meeting will be available via a WebEx meeting or by phone at 408-418-9388. This effort is in response to near-historic levels in the Missouri River in 2019. The unprecedented amount of runoff resulted in the lower Missouri River staying above flood stage at multiple locations for nearly nine months, causing billions of dollars of damage to homes, businesses, agricultural production, levees and natural resources across five states, including Iowa. 

Once problem areas have been identified by state partners and stakeholders, a set of criteria will be developed to rank and prioritize them. That prioritized list, along with any other relevant background information and ideas for potential solutions, will be provided to the U.S. Army Corps of Engineers for further analysis.  

The information gathered and analysis completed will be documented in a flood risk management plan for the entire lower Missouri River, which can be used at the state and local level to help inform flood risk management decisions moving forward.

The project is a partnership between the Nebraska Department of Natural Resources, the Missouri Department of Natural Resources, Kansas Water Office, and the Kansas City and Omaha districts of the U.S. Army Corps of Engineers.  


Air quality permits under review

DES MOINES – The DNR Air Quality Bureau has the following draft permits up for review. The permits help protect Iowans’ health and air quality. DNR’s permitting staff review each permit application to ensure facilities comply with state and federal air quality requirements. We encourage public comments on draft permits, providing help on how to make effective comments. Submit written comments to the assigned permit writer before 4:30 p.m. on the last day of the comment period. DNR considers public comments before finalizing the permits.

Title V Operating Permits
Title V Operating permits are reviewed and re-issued every five years. Facilities with a Title V permit have the potential to emit large amounts of air pollutants compared to other facilities. The five-year reviews are a federal requirement and ensure adequate monitoring is included in the permit. The DNR plans to issue Title V Operating Permits for the following facilities.  Find permit details at www.iowadnr.gov/titlev-draft.

The renewal application was submitted to operate their existing yeast manufacturing facility. The public comment period ends Sept. 18.

Worth County
Manly Terminal LLC – 1575 380th St., Manly.
The application was submitted to operate their existing Petroleum Bulk Stations and Terminals facility. The public comment period ends Sept. 19.
