A note on Iowa DNR and COVID-19

The Iowa Department of Natural Resources is working with state and local officials to reduce the spread of COVID-19 and has transitioned employees to work remotely. DNR offices are closed to the public during this time and only available by appointment.

In another effort to further reduce the spread of COVID-19, the DNR is encouraging the use of the online services for submitting applications, payments and other daily tasks and interaction with DNR staff.

DNR to host a series of dam safety webinars

DES MOINES - In May, the DNR’s Dam Safety program will host four free webinars covering how dams work, how to design and maintain a dam, and more.

“These webinars will be helpful to those thinking of building a dam or pond, those that currently own one or are caretakers of a dam, as well as emergency managers and dam engineering consultants,” said Jonathan Garton with the DNR’s Dam Safety program.

All webinars will begin at noon and last about 2 hours. The schedule is as follows:

May 6: Dams 101 and DNR Dam Safety Program 
Learn about how dams work, what are the critical parts and features, and how they are regulated in Iowa.  

May 13: How Dams Fail and How to Properly Maintain Your Dam
Learn about common ways that dams fail and how proper maintenance can reduce the risk of failure. 

May 20:  Dam Ownership, When and How to Hire an Engineer  
When do you need to call in an expert?  We’ll discuss when and how to find and hire qualified engineers to help with repairs and design of dams.   

May 27: Dam Design and Permitting
This webinar will go into technical engineering design requirements and what’s needed to obtain a permit. We will also discuss upcoming changes to Iowa’s dam safety administrative rules.

DNR enforcement actions

DES MOINES – DNR staff work with individuals, businesses and communities to help them protect our natural resources by complying with state and federal laws. This approach is very effective. In the few cases where compliance cannot be achieved, the DNR issues enforcement actions. The following list summarizes recent enforcement actions.

Consent Orders
A consent order is issued as an alternative to issuing an administrative order. A consent order indicates that the DNR has voluntarily entered into a legally enforceable agreement with the other party.

Ida County
Quad County Corn Processors Cooperative
Submit construction permit applications for all emission points operating without a permit, submit preventative maintenance plans for emission control equipment, complete an environmental audit, and pay a $9,000 administrative penalty.

Administrative Orders
Responsible parties have 30 days to appeal the order or 60 days to pay the penalty.

Crawford County
Jaymaharaj, L.L.C. and Monaj Desai
Conduct a complete site assessment, develop and submit a remedial action plan, implement preventive measures, and pay a $7,000 administrative penalty.  


Air Quality permits under review

DES MOINES – The DNR Air Quality Bureau has the following draft permits up for review. The permits help protect Iowans’ health and air quality. DNR’s permitting staff review each permit application to ensure facilities comply with state and federal air quality requirements. We encourage public comments on draft permits, providing help on how to make effective comments. Submit written comments to the assigned permit writer before 4:30 p.m. on the last day of the comment period. DNR considers public comments before finalizing the permits.

Construction Permits

DNR engineers review and issue construction permits to facilities before they build new or modify existing sources of air pollution. The public may review the following air quality construction permits available online at www.iowadnr.gov/airpermitsearch OR through the EASY Air Public Inquiry Portal and then click the Public Notice tab.

CNH Industrial America LLC – 1930 Des Moines Avenue, Burlington.
Project No. 19-364, The proposal is to install new surface coating guns in the Family Line Basecoat Booth (EU-23A), adjust the total amount of all other coatings used in the affected coating booths, and update the stack characteristics for EP-26A, EP-26B, and EP-26C.  Public comment will run from April 27 – May 29.

Woodbury County
CF Industries – 1182 260th St., Sergeant Bluff.
Project No. 20-093, Modify Reformer PSD permit. The public comment period ends May 26.
