FORT DODGE – Wednesday, the DNR investigated a report of discolored and foamy water in Holiday Creek about two miles east of Fort Dodge.
DNR specialists traced the pollutant source to an underground tile line. Checking with local businesses, the DNR identified the pollutant as lignin sulfonate, used by Calcium Products to manufacture a soil fertility product.
Company officials said the lignin sulfonate is stored in an indoor tank and they are unsure how it spilled. The company plugged the tile line and are cleaning up the road ditch above Holiday Creek.
DNR took water samples for laboratory testing. Specialists saw no sign of dead fish or aquatic animals, but the bulk of the product had moved downstream before they arrived.
The DNR will continue to monitor cleanup and will consider appropriate enforcement action.

DES MOINES – DNR staff work with individuals, businesses and communities to help them protect our natural resources by complying with state and federal laws. This approach is very effective. In the few cases where compliance cannot be achieved, the DNR issues enforcement actions. The following list summarizes recent enforcement actions. Consent Orders A consent order is issued as an alternative to issuing an administrative order. A consent order indicates that the DNR has voluntarily entered into a legally enforceable agreement with the other party.
Story County Brant Lemer Amendment to Consent Order 2017-AQ-19. Cease illegal open burning; comply with the asbestos provisions; provide documents on what asbestos containing and non asbestos material has been removed and where the material of taken; remove and properly dispose of all non asbestos material and asbestos containing material from the property; pay for $1900 in past notification fees; remove the administrative penalty.
Administrative Orders Responsible parties have 30 days to appeal the order or 60 days to pay the penalty.
Polk County Ram Development, LLC Amendment to Administrative Order No 2018-AQ-24. Cease illegal open burning; comply with terms of construction permit; modify Title V permit to include O&M plan; comply with opacity limits; and pay an administrative penalty in the amount of $5,000.

DES MOINES – The DNR Air Quality Bureau has the following draft permits up for review. The permits help protect Iowans’ health and the air where we live. DNR’s permitting staff review the applications to ensure facilities comply with state and federal air quality standards. The public has the right and is encouraged to comment on draft permits. DNR considers public comments before finalizing the permits. Submit comments in writing to the assigned permit writer before 4:30 p.m. on the last day of the public comment period.
Title V Operating Permits Title V Operating permits are reviewed and re-issued every five years. Facilities with a Title V permit have the potential to emit large amounts of air pollutants compared to other facilities. The five-year reviews are a federal requirement and ensure adequate monitoring is included in the permit. The DNR plans to issue Title V Operating Permits for the following facilities. Dubuque County Big River United Energy, LLC - Dyersville – 3294 Vine Road, Dyersville. The application was submitted to operate their existing Industrial Organic Chemicals, NEC facility. The public comment period ends June 15.
Construction Permits DNR engineers review and issue construction permits to facilities before they build new or modified sources of air pollution. The public may review the following air quality construction permits available online at www.iowadnr.gov/airpermitsearch.
Linn County Biospringer North America Corporation – 940 60th Avenue S.W., Cedar Rapids. Project No. 19-097, Modification of permits to make changes to the differential pressure range across control equipment to two extract dryers and the exhaust stack height and duct diameters to two packaging lines. The public comment period ends June 14.
Muscatine County Grain Processing Corporation – 1600 Oregon St., Muscatine. Project 18-272, Modification of South Grain Elevator: replacement of baghouse on truck receiving pit, replacement of grain handling equipment, and install two cartridge filters on grain handling. Public comment period ends June 21.
