Iowa Youth Congress (IYC)

Students Participating in Mock Congress Event

Join IYC 2019-2020 for your voice to be heard.

The Iowa Youth Congress (IYC) was created in 2006 by the Department of Human Rights in response to the under representation of minority members in Iowa’s Legislature.  IYC provides youth of all backgrounds the opportunity to gain hands-on education in the subject areas of state government, democracy, advocacy, and civic engagement.

IYC seeks up to 100 youth from minoritized populations.  (e.g. youth of color, LGBTQ+, low income, and youth with special needs) ages 14-18, to participate in a year-long program which provides students the knowledge, abilities, and direction to advocate and enact change in their communities and at the state-level for issues affecting youth. 

Through the IYC experience students attain a variety of skills including public speaking, problem solving, and political debate in multicultural leadership settings. The students also report that IYC participation improves their interest in the legislative process and helps to provide a more hands-on learning experience in the proposal, debate, and passing of bills.

State of Iowa Youth Advisory Council (SIYAC)

SIYAC Members Standing in Capitol Rotunda

The State of Iowa Youth Advisory Council (SIYAC) is a non-partisan policy advising organization comprised of young people from across Iowa between the ages of 14 and 20. These youth leaders are selected to represent all Iowa youth and engage in topics important to young Iowans. Concerns are drafted and shared with policy makers during the legislative session. 

SIYAC has 21 members. Quarterly meetings are held in Des Moines at the State Capitol Building; monthly meetings are held via conference calls.

New members are selected in June of each year and serve two-year terms. There are no participation fees.

Ottumwa High School Human Rights Youth Chapter Hosts Multicultural Fair

Ottumwa Human Rights Youth Chapter

In March, Ottumwa High School's Human Rights Youth Chapter hosted a multicultural fair. The fair highlighted cultures from around the world. Students presented information about their country through tri fold display boards, sampling of foods, traditional dance and more. The event brought individuals of different cultures together for an evening of fun.

On April 3, 2019, members of the Iowa Department of Human Rights’ State of Iowa Youth Advisory Council (SIYAC) and Iowa Youth Congress (IYC) met with European youth leadership professionals to discuss ways that youth councils operate in various countries. Discussions focused on council activities, civic engagement, and local advocacy. DHR staff were excited to host this collaborative meeting and provide opportunities for Iowa’s youth council representatives to cultivate discussions with international youth professionals!
