EPA published a notice yesterday in the Federal Register (3/27/2019) “... that describes the requirements for certain community water systems to complete risk and resilience assessments and emergency response plans under America’s Water Infrastructure Act (AWIA) of 2018. It also outlines how community water systems can certify the completion of these documents to the EPA and informs community water systems of how to request the return of vulnerability assessments.”
The information is posted on the EPA's Water Resilience AWIA webpage.
The Notice in the Federal Register was just published on 3/27/2019. It is available as an htm document and as a pdf document on the Federal Register website, using the 3/27/2019 date, Environmental Protection Agency header, and finding the "New Risk Assessment and Emergency Response Plan Requirements for Community Water Systems" entry.

This is the first of several notifications that will be provided. A template should be available by August 1, 2019. The deadlines are by population served. All community systems serving more than 3,300 people are required to comply.
These are the certification deadlines by which time the system must submit their certification to EPA.
- Systems serving at least 100,000 people: Risk Assessment due by March 31, 2020; Emergency Response Plan due by September 30, 2020
- Systems serving between 50,000 and 99,999 people: Risk Assessment due by December 31, 2020; Emergency Response Plan due by June 30, 2021
- Systems serving between 3,301 and 49,999 people: Risk Assessment due by June 30, 2021; Emergency Response Plan due by December 20, 2021.
The Iowa Environmental Protection Commission approved the Clean Water SRF and Drinking Water SRF Intended Use Plan - Quarter 4 Update for fiscal year 2019, which began on July 1, 2018. The Commission took the action on March 19, 2019 at their teleconference meeting.

The Consumer Confidence Report data letters covering calendar year 2018 were mailed March 11th to 1,068 community water systems. If a CWS would like a copy of the chart as a Word document, it can send a request to ccr@dnr.iowa.gov. IAMU will be offering CCR workshops again in April; the schedule is on their website.

- Jess Ragsdale has been promoted to Environmental Specialist in Field Office 1 – Manchester.
- Carrington Tolvin, Environmental Specialist, is transferring from Field Office 4 – Atlantic, to Field Office 3 – Spencer.
- Scott Wilson has been promoted to Environmental Program Supervisor of the Field Office 3 – Spencer. He was an Environmental Specialist Senior in Field Office 2 – Mason City, prior to his promotion.
