Second Funnel This Week

This week is another legislative funnel week, with Friday, April 5 as the final date for Senate bills and joint resolutions to be reported out of House committees and House bills and joint resolutions out of Senate committees.

The full session calendar can be found here. It details what types of bills can still be considered following funnel. Leadership has said the session is expected to wrap up by May 3. 


Bill Tracking Update

See which bills we're tracking as we prepare for the second funnel by checking out our LSA bill tracking tool here.  It lists the bill number, title and where it's at in the process. This list has narrowed from more than 280+ before the first funnel, to about 75 bills that we're tracking closely now. A short list of bills by their bill number and key words can be found here.

Debate Calendars 

Interested in which bills are being debated? Want to watch a debate? 

Debate Eligibility and Regular Calendars (left) contain the Senate and House calendars listing all bills and resolutions reported out of committee and eligible for consideration by the full chamber. Most bills are listed under the grouping named Regular Calendar, although some bills are organized into special calendars or lists that include appropriations, ways and means bills or unfinished business.

Daily Debate Calendar (right) lists bills and resolutions from the Senate or House calendar that may be debated on a particular day.

Calculator Budget

Revenue Estimating Conference 

The Revenue Estimating Conference met March 15 and released its projections. While the REC lowered its projections, the estimates remained above both House and Senate budget targets. 

The REC is responsible for providing periodic estimates of General Fund revenues available for the budgeting process. Learn more about the REC here. 


Budget Details Released Soon 

The Health and Human Services (HHS) appropriations bill will be introduced soon. The HHS budget sheet, with high level details, was released last week. For IDPH, it shows a status quo budget with general reductions due to rounding.

National Public Health Week

Public Health Awareness 

IDPH joins public health professionals around the world in celebrating National Public Health Week April 1-7. Look for special social media messages during the week and join IDPH in the NPHW Twitter chat April 3 from 1:00 to 2:00 p.m. Learn more at www.nphw.org 

Gov. Kim Reynolds has addressed several areas of public health in signing proclamations this month, proclaiming March as: 

  • Colorectal Cancer Awareness Month
  • Brain Injury Awareness Month
  • Problem Gambling Awareness Month

Public Health Disaster Proclamation 

Gov. Kim Reynolds signed a proclamation of public health disaster emergency for the state of Iowa as a result of the widespread flooding and flash flooding that began March 13, 2019, and continues. In addition to authorizing the Iowa Department of Public Health to take necessary action to protect the public’s health, the proclamation provides for the mobilization of public health response teams.

“Local resources and capabilities are quickly becoming overwhelmed,” said Gov. Reynolds. “Authorizing the mobilization of public health response teams will ease that burden as this emergency event continues.”
