This year, the commission's goal is to provide a space for Iowa's Latinos to learn about the legislative process, get familiar with the capitol and empowered to advocate!

Vacancies on the Iowa Commission of Latino Affairs


Do you - or someone you know - have an interest in improving access to opportunities for the Latino community in Iowa?  Apply to volunteer for the Iowa Commission of Latino Affairs!

State law requires most boards and commissions be balanced according to gender and political affiliation. Geographical location and diversity is also considered. Appointments are made to most boards and commissions annually. All applications are kept on file as public information.

Boards and commissions are responsible for advising the Governor and Lt. Governor, the legislature and state agencies. The Governor and Lt. Governor are looking for qualified applicants who are strong believers in becoming an active voice in state government.

If you are interested in volunteering to serve in the Iowa Commission of Latino Affairs, fill out an online application for consideration by the Governor and Lt. Governor.

The Iowa commission of Latino Affairs gets to:

  • Coordinate, assist, and cooperate with the efforts of state departments and agencies to serve the needs of Latino persons in the fields of education, employment, health, housing, welfare, and recreation.
  • Develop, coordinate, and assist other public organizations which serve Latino persons. Evaluate existing programs and proposed legislation affecting Latino persons, and propose new programs.
  • Stimulate public awareness of the problems of Latino persons by conducting a program of public education and encouraging the governor and the general assembly to develop programs to deal with these problems.
  • Conduct training programs for Latino persons to enable them to assume leadership positions on the community level.

A founding father of what is now the Iowa Commission & Office of Latino Affairs and long time activist.


Salvador (Chavo) J. Lopez, Davenport, IA 

Champion of social and economic justice for all races, but especially those of Hispanic heritage.

Warren Morrow (posthumous), Des Moines, IA 

Honored by the Warren Morrow Latin Music Festival, he was an activist, visionary and game changer in the state.

Christina Fernandez-Morrow, Warren's widow,  his daughter Ariana, his mother Rosa Maria Morrow, and father Walter Morrow, received the award on his behalf.


The First recipient of the Iowa Latinx Youth Leadership ward: Vanessa Espinoza, Columbus Junction, IA 

A young activist, educator, and co-founder of  Latinos for Washington, Inc.

Governor Ray

The first recipient of the Iowa Latino Ambassador award for Equity and Justice: Governor Robert D. Ray (posthumous), Des Moines, IA

Governor, a humanitarian and civil rights activist. Served as the 38th governor of Iowa for 14 years, signed into law the Spanish-Speaking People's Commission which is now known as the Office of Latino Affairs, and charged it with coordinating services for the states expanding Latinx population.

This award was renamed: Robert D. Ray Award for Equity and Justice.
