DES MOINES - This week the Association of Boards of Certification (ABC)
awarded Laurie Sharp, head of the DNR Operator Certification Program with the
2018 Certification Program Award.
The DNR’s Operator Certification Program was awarded for its
tradition of integrity, stakeholder involvement and outreach, consultation and
implementation with industry Model
Standards, and leadership and interaction with ABC.
“Iowa has always been a leader in the maintenance of a
strong, industry-driven Drinking Water and Wastewater Treatment Operator
Certification Program,” said Chuck Gipp, Director of the DNR. “This is rooted
in our state’s understanding that a competent, properly trained operator is the
single most important factor in the protection of our public’s health, the
environment and Iowa’s water infrastructure. And we commend Laurie and are grateful for the outstanding work she has done.”
Through Sharp’s leadership, the DNR’s program has developed
an online operator database connected to the State Drinking Water Information
System, set up an online exam process at the DNR field offices and
headquarters, implemented 5-year Iowa operator certification strategic plans,
and continues to improve operator training and continuing education processes.
The Certification Program Award is presented to an ABC
member certifying authority in recognition of outstanding contribution toward
establishing or advancing the certification of environmental professionals.

DES MOINES – DNR staff work with individuals, businesses and
communities to help them protect our natural resources by complying with state
and federal laws. This approach is very effective. In the few cases where
compliance cannot be achieved, the DNR issues enforcement actions. The
following list summarizes recent enforcement actions. Find the entire, original

Consent Orders
A consent order is issued as an alternative to issuing an
administrative order. A consent order indicates that the DNR has voluntarily
entered into a legally enforceable agreement with the other party.
Butler
County City of Allison Submit
NPDES permit application, associated fees and pay $1,000 penalty.
Dickinson
County Michael Matthews Operate and maintain all
animal feeding operation structures in compliance with DNR rules and pay $6000
penalty.

County Jason Sickles dba JWS, LLC Ensure manure handling done
in a manner to prevent release to a water of the state, develop and implement
Standard Operating Procedure for proper manure handling and pay $2100
penalty.
Union
County CHS, Inc Amendment to Consent Order No. 2017-AQ-18: Layout provisions for
closed facility and if decide to begin operations again.
Administrative Orders Responsible parties have 30
days to appeal the order or 60 days to pay the penalty.
Poweshiek
County Convenience Stores Leasing and Management Amendment to Administrative
Order No. 2017-UT-06: Identify sole
proprietor personally liable for order obligations and associated fees totaling
$1,890; administrative penalty still $8,000.
Sioux
County Greenway Farms Consent Amendment to Administrative Order No. 2017-AQ-17: Payment of $1,000 for air quality violations.
