OpCert Web-based Database Getting an Upgrade

On Monday, February 12th, the Operator Certification, Web-based Database will be down for a few hours in the morning and then back up with a brand new look and functionality.  This online site provides quick and easy access to essential certification functions for Drinking Water Treatment, Water Distribution Treatment and Wastewater Treatment Operators, as well as, Private Well Drillers and Pump Installers.

The following online services have been enhanced:

  • Exam Eligibility Application submittal and tracking;
  • Access to Renewal Application for quick processing;
  • Access to online payment function using an electronic check or credit card for all exam application submittal, retest, certification and renewal fees (new “shopping cart” feature added so multiple fees for multiple operators can be made in one transaction);
  • On-line registration as an affidavit operator; and
  • Access to individual operator details for personal tracking of continuing education and application processing.

PWS Rules “Notice of Intended Action” Update

The public hearing for the PWS Rules package is scheduled for tomorrow, Thursday, February 8th, in the DNR’s 2N conference room at 10:00 a.m.  The public comment period runs through Friday, February 9th, when all comments must be received by 4:30 p.m. 

The rule changes to 567—Iowa Administrative Code Chapters 40-44, 81, and 83 were published in the 1/17/2018 Iowa Administrative Bulletin as a Notice of Intended Action (.pdf, 95 pages).  To view the document, find the publication date, 1-17-2018, and click on the pdf logo underneath the IAB column.

Fourth Quarter IUPs Posted for Review

The fourth quarter updates to fiscal year 2018 Intended Use Plans (IUPs) for the Clean Water SRF and the Drinking Water SRF are now available for public review and comment at the following locations:

Public comments are welcome.  Draft quarterly project lists are also available for review. 

A public hearing is scheduled for Thursday, February 8, 2018 in the Wallace State Office Building, 502 E. 9th Street, Des Moines, IA.  The meeting will be held in the 5th floor east conference room at 10:00 a.m. Participants should check in at the 4th floor DNR reception desk. Written comments will be accepted through Thursday, February 15, 2018. It is anticipated that the Iowa Environmental Protection Commission will act on the IUPs at their March 20, 2018 meeting.

E-Payment Service Down for Maintenance on Sunday, 2/11

From the Office of the Chief Information Officer, State of Iowa

US Bank has scheduled service maintenance for the E-Payment Service from midnight to 10:00 a.m. on Sunday, February 11, 2018.  During this time, the water use and operator certification on-line payment option will not be able to take electronic payments.  Following this upgrade, the maintenance outages will be quarterly rather than monthly.
