County to conduct inspection of Wailua–Kapaʻa sewer collection system starting Aug. 19
KAPAʻA – The County of Kauaʻi Department of Public Works, starting August 19, will conduct a comprehensive inspection and condition assessment of the Wailua–Kapaʻa sewer collection system, a critical step toward strengthening wastewater infrastructure serving the Eastside communities of Wailua, Kapaʻa, and Waipouli.
The inspection is anticipated to take 8 to 10 weeks, with crews working both daytime and overnight hours. The first phase of the project will focus on inspections along Kuhio Highway, where night work will be conducted from 9 p.m. to 5 a.m. Night work along the highway will conclude by Sept. 15, after which the remaining inspection will continue during daytime hours.
The Sewer Collection System Inspection Project is partially funded by the U.S. Environmental Protection Agency through the Community Grant Program.
The assessment will help the County better understand the current condition of the sewer collection system and identify the improvements and upgrades needed to support cesspool conversions and future housing development. By evaluating the system now, the County can plan smarter investments that protect water quality, enhance environmental health, and support the community's long-term growth.
