Winder, Auburn partner to build 1-billion-gallon water reservoir
The Cities of Winder and Auburn are working together to transform an old quarry into a 1-billion-gallon reservoir, a $90 million project designed to secure the region’s water supply for decades to come.
Located at the former Martin Marietta rock quarry off Parks Mill Road in Auburn, the 78-acre site will be converted into a concrete-lined storage pond with the capacity to hold enough water to supply Winder for an entire year without rainfall.
The Winder-Auburn partnership shows how collaboration can secure reliable water resources for generations to come. Daily construction activity — including recent blasting — underscores the project’s steady progress toward a shared, sustainable future.

 To help local families in need, Winder utility customers can now choose to round up their bill, add a small monthly contribution, or make a one-time donation.
All donations are distributed locally by the Georgia Division of Family and Children Services (DFACS).

 Behind the Scenes with Natural Gas
The City of Winder Natural Gas Department provides safe, reliable energy to customers in Winder, Barrow County, and parts of Walton and Oconee counties. The department oversees the installation, maintenance, and repair of the City’s extensive pipeline network, ensuring dependable service for homes and businesses.
In honor of Public Natural Gas Week, take a quick behind-the-scenes look at one of our crew trucks to see the tools, safety gear, and teamwork that keep natural gas service running smoothly.
 For the Nov. 4 election, Winder residents will elect City Council members for Ward 1, Ward 3, and At-Large.
Advance Voting will be Oct. 14–17, Oct. 20–24, and Oct. 27–31 from 8 a.m. to 5 p.m. There will also be Saturday voting Oct. 18 and 25 from 9 a.m. until 5 p.m. Voting will take place at 233 E. Broad St., Winder.
Absentee Ballots are available until Oct. 24 at barrowga.org and can be returned by mail, email (evote@barrowga.org), fax, or in person.

Residents inside the Winder City limits will receive both a City of Winder tax bill and a Barrow County tax bill.
Those who live inside Winder City limits may pay online, by mail, or in-person at the City’s Customer Service Center downtown.
Property tax bills will include property taxes, a library assessment fee, and a stormwater fee. Payments will be due by Dec. 1, 2025.

The City has begun design and coordination work for future improvements at the Sims Road and Midland Avenue intersection, including new traffic safety options under review. Laurel Lane Dam renovations have officially begun, and the City’s engineering team recently completed quarterly dam inspections to maintain compliance with state safety standards. Crews are also using drone footage and traffic data to study potential intersection enhancements in the MLK Drive, East Athens, and May Street area.
East Stephens Street Project
- East Stephens Street and Georgia Avenue re-opened.
- The retention pond along Midland Avenue and Georgia Avenue should be completed within the next month.
- Midland Avenue at 3rd Avenue and Bellview Street is closed due to construction. Crews are rehabbing the culvert crossing at Midland and Bellview — replacing old pipe. A marked detour will be in place. Work will continue into next week and re-open once new asphalt is in place.
Center Street Project

Construction near Waffle House and McDonald’s is temporarily on hold while utility lines are relocated and materials arrive. In the meantime, crews are continuing work farther down Center Street to install new drainage pipe and restore areas already under construction. Updated timelines will be shared once new delivery dates are confirmed.
Public Works crews continued maintenance and repairs across Winder this month:

Grounds maintenance crews mowed rights-of-way, parks, Rose Hill Cemetery, and downtown areas, including W. Midland Avenue, McNeal Road, 2nd Avenue, Miles Patrick Road, and Savannah Street.

Street maintenance filled potholes and repaired utility cuts across the City—20 tons of asphalt were used Citywide.

Leaf & limb collection made 1,129 stops, and the street sweeper hauled 24 loads of debris—about 192 cubic yards.

Sign crews repaired or installed 57 signs and posts throughout Winder.
