Sailboat and Kayak Dock
Black Banks River, Rainbow Island,
Glynn County
This serves as notification from the Coastal Marshlands Protection Committee and the Georgia Department of Natural Resources of a request from Rainbow Hammock, LLC to construct and maintain a sailboat and kayak dock in the Black Banks River, Rainbow Island, Glynn County. The proposed project is under 1/10 of an acre, and therefore may be considered a minor alteration of coastal marshlands under O.C.G.A. 12-5-280 et. seq.
The applicant proposes to construct a sailboat and kayak dock which would provide access to small sailboats and kayaks for the guests of the Cloister and Beach Club.
An existing approximately 6’(with railing supports) x 360’marsh walkway with two bends in the path was authorized in 1994. The applicant proposes to wharf out at the northernmost bend with an approximately 6’x152’ walkway to access the river. The walkway will lead to a 12’x 25’ fixed deck that will lead to a 4’x 21’ gangway. The gangway will rest on a 10’x 10’ landing float that will be connected to a 10’x 150’ floating dock. The applicant is proposing the use of drive-on floats for the nine, 14’long, Sunfish-type sailboats that will use the floating dock and one kayak launch. The drive-on sailboat floats will measure approximately 8’x16’with five floats anchored to the seaward side of the floating dock, and four floats anchored to the landward side of the float. The 9.5’x 16’ kayak launch will also be anchored to the landward side of the float. With the drive-on floats, the dock will extend approximately 154’ into the channel where the waterway is approximately 591’ wide at Mean Low Water (MLW).
Total jurisdictional impacts of the dock structure with the drive-on floats will be approximately 4,200 sq. ft. (0.09 acres).
The applicant has delineated the upland component as an approximately 0.49 acre of existing pervious surfaced parking area for the proposed dock. No changes are proposed for this area.
It is the responsibility of the applicant to demonstrate that the project is not contrary to the public interest and that no feasible alternative sites exist. Impacts to coastal marshlands must be minimal in size. In passing upon the application for permit, the Coastal Marshlands Protection Committee shall consider the public interest: (1) Whether or not unreasonably harmful obstruction to or alteration of the natural flow of navigational water within the affected area will arise as a result of the proposal; (2) Whether or not unreasonably harmful or increased erosion, shoaling of channels, or stagnant areas of water will be created; and (3) Whether or not the granting of a permit and the completion of the applicants proposal will unreasonably interfere with the conservation of fish, shrimp, oysters, crabs, clams, or other marine life, wildlife, or other resources, including but not limited to water and oxygen supply.
