DESCRIPTION OF JOB DUTIES:

This position is part of a regional team with FWC’s Division of Freshwater Fisheries Management and is located in Panama City, FL.  The selected candidate will assist with the management of freshwater fisheries resources in Florida’s Northwest Region (16 counties), implement agency established protocols to assess sportfish populations, and assist with stakeholder interactions and report writing.  The person selected for this position will be required to regularly interact with partner agencies, stakeholders, and the general public.

RESPONSIBILITIES:

  • Assists with development and implementation of fisheries management goals related to Northwest Region resources including but not limited to: stakeholder interaction, habitat enhancement, data analysis, applied fisheries sampling, techniques and science, coordinating with cooperators and other governmental agencies, and promotional and educational opportunities.
     
  • Works with Division of Freshwater Fisheries Research, Habitat and Species Conservation’s Aquatic Habitat Restoration and Enhancement Section and Invasive Plant Management Section personnel to design, permit and accomplish habitat maintenance and improvement projects.
     
  • Assists in developing partnerships in aquatic resource management projects with federal, state and local agencies and stakeholders.
     
  • Establishes and maintains stakeholder contacts with anglers, fish camps, local governmental officials, tackle shop owners, fishing guides, outdoor media, fishing clubs, Non-Government Organizations (NGO’s), etc. to ensure effective, two-way communication relative to FWC programs and projects.
     
  • Provides technical assistance to public through telephone, written communication, presentations, and lectures. Prepares educational and outreach material such as news releases, brochures and visual aids. Disseminates information through media contacts.
     
  • Assists with planning, coordination, and execution of field data collections. Responsible for developing and meeting objectives of a major study. 
     
  • Conducts studies of fishes, aquatic plant communities, trophic level interactions, and other limnological factors. Designs, coordinates, and conducts creel surveys to determine angler catch and success. Investigates and documents fish kills and pollution-related events. Conducts laboratory-related analysis such as parasitological, pathology, taxonomy, and fish age determination.
     
  • Data compilation, management, and analysis. 
     
  • Drafts and edits technical reports.  Conduct literature research to incorporate into project documents. Prepare and present technical talks at scientific meetings.  Represent the Commission at various meetings. 
     
  • Operates, inventories, maintains, and procures equipment such as boats, motors, trailers, and other sampling equipment to ensure project field equipment is operational.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of Florida’s freshwater fish, fisheries, fish population dynamics, and fish management techniques.
  • Knowledge of freshwater aquatic plants and related management techniques.
  • Knowledge of aquatic habitat restoration techniques.
  • Knowledge of data analysis techniques relevant to fisheries biology.
  • Ability to develop new or revised habitat restoration or enhancement techniques based on system conditions.
  • Ability to work with internal and external personnel, managers, government officials, riparian land owners, and other stakeholders.
  • Must demonstrate excellent written and oral communication skills to work with internal and external customers.
  • Ability to operate independently to achieve project objectives.
  • Skill in the operation of boats, outboard motors, trailers, etc.
  • Skill in the use of word processing, spreadsheet, database, data analysis, fish population analysis programs, etc.
  • Ability to design and conduct biological studies/surveys.
  • Ability to identify freshwater fish to species level.

MINIMUM QUALIFICATIONS:

  • Must possess and maintain a valid Florida driver’s license.
  • A bachelor's degree from an accredited college or university with a major in a life or physical science and two years of professional experience in a field or laboratory program;

DESIRED QUALIFICATIONS:

  • A master's degree from an accredited college or university in a life or physical science, preferably in the fisheries/aquaculture sciences.
