The Florida Fish and Wildlife Conservation Commission (FWC) consists of 2,118.5 full-time positions which includes over 500 Biologists and 853 sworn Law Enforcement Officers. FWC employees work together to balance the needs of fish and wildlife species and the habitats that support them with the needs of Florida’s growing population of nearly 20 million people and the record number of visitors who visit Florida to enjoy outdoor recreational activities.

 

FWC is seeking applicants for the position of Director of the Division of Habitat and Species Conservation. Employees in this division integrate scientific data with applied habitat and species management to maintain stable or increasing populations of fish and wildlife. Conservation integration efforts focus on the ecosystem or landscape scale to provide the greatest benefits to the widest possible array of fish and wildlife species. Accomplishing this mission requires extensive collaboration and partnering with local, state and federal agencies to maintain diverse and healthy fish and wildlife populations.

 

The Division of Habitat and Species Conservation is a large division within FWC. There are approximately 675 staff spread across six sections and two offices. The division has an annual budget of approximately $130 million. The division provides aquatic habitat management for marine, estuarine and freshwater systems; habitat management for terrestrial systems including public lands management; land acquisition support; scientific support and assistance for habitat-related issues to private and public sector landowners and local, state and federal governments; species management and recovery plan development and implementation; exotic species coordination focused on prevention and control programs; manatee, Florida black bear, Florida panther and sea turtle population recovery; and invasive plant management on public lakes, rivers and conservation lands.

 

Preferred Qualifications

-Minimum of eight years of progressively responsible broad-based management level experience in conservation management or research.

-Bachelor of Science (Master of Science preferred) in wildlife ecology or biological science equivalent.

-Extensive knowledge of wildlife conservation and management issues.

-Outstanding interpersonal skills and the ability to excel in a team-oriented matrix environment.

-Ability to build and maintain productive partnerships with other agencies and relevant organizations.

-Excellent public speaking skills.

-Highly developed writing skills.

-Minimum of five years of supervisory experience.

Description

This position is a highly responsible and complex leadership position which requires knowledge of wildlife species ecology, conservation and related management techniques; knowledge of administrative management practices; principles in the areas of planning, budget preparation, personnel, administration, facilities/property management; and legislative procedures and processes. Specific duties include:

 

-Leads, directs, and supports staff in division, and champions their professional development.

-Directs and coordinates short-term and long-term planning.

-Coordinates operational activities and programs with other agency divisions and offices and external stakeholders.

-Provides oversight for administrative and operational policies.

-Serves as a member of the agency senior leadership and team.

-Provides information and reports for Commission meetings.

-Provides leadership for agency outreach regarding fish and wildlife conservation and management issues.

-Provides technical review and oversight of the division’s scientific and management functions. This will include public land management, land acquisition, aquatic habitat conservation and restoration, habitat-based scientific support to public-wildlife species, and implementation of imperiled species recovery plans. Provides review and oversight in the preparation of proposed rules developed for the Florida Administrative Code.

-Serves as an agency liaison for fish and wildlife conservation and management issues with public agencies and private organizations at local, state, regional, and international levels.

-Prepares division-specific legislative proposals.

-Reviews and comments on proposed legislation that may impact the agency.

-Addresses legislation on behalf of the agency in coordination with the Director of Legislative Affairs and, as such, may be a registered lobbyist pursuant to Section 11.061, Florida Statutes.

Work at FWC is cross-functional meaning duties may cross division/office lines.  The Commission expects employees to function across FWC’s organizational structure by providing their skills and expertise wherever needed through work on teams or as directed. The Director should encourage staff to embrace this concept and facilitate this work whenever possible.

 

Responsible for following the provisions and requirements in Section 215.422, Florida Statutes, related to the Department of Financial Services rules and FWC’s invoice processing and warrant distribution procedures.
