The Bluffs Construction Reaches Above-Ground Milestone
 Construction of The Bluffs has reached a major milestone with the completion of the first elevated concrete pour. About 50 workers poured 430 cubic yards of concrete for a section of the building’s elevated deck, which will form part of the lobby and main entrance.
Located at 100 and 150 S. Osceola Ave., the 28-story development will feature 400 rental residences, more than 10,000 square feet of retail space and 440 parking spaces overlooking Coachman Park. Vertical construction is expected to begin later this month, with completion planned for summer 2028. The project is being developed by The Gotham Organization in partnership with the city of Clearwater, The DeNunzio Group and Moss.

Osceola Parking Garage Quickly Takes Shape in Downtown Clearwater
The Osceola Parking Garage is becoming more visible as crews install precast concrete columns, beams and parking deck sections. These components are manufactured and cured off-site, then delivered ready to be lifted into place. This allows the garage’s frame and new levels to take shape quickly.
The city is building the garage at 155 S. Osceola Ave., near Coachman Park and other downtown destinations. When complete, it will provide 397 public parking spaces and approximately 12,000 square feet of ground-floor retail space. Completion is expected in early 2027.

 Produced through a partnership between the city of Clearwater and the Tampa Bay Regional Planning Council, this video highlights development projects underway and future investment opportunities throughout downtown Clearwater. It illustrates how public and private investments are creating a more vibrant, connected destination where people can live, work, shop and dine.

Clearwater Jazz Holiday's 47th Anniversary Celebration
 The 47th Clearwater Jazz Holiday returns Oct. 15-18 at Coachman Park with four days of live music. This year’s lineup includes Chris Botti, Sheila E. & The E-Train, Arturo Sandoval, Larkin Poe, The Wood Brothers and more. Tickets are available for main-stage seating, while select festival areas and pre-party performances are free and open to the public.

Traffic Alerts
 Osceola Avenue
- Temporary traffic controls are in place along Osceola Avenue from south of Drew Street to Cleveland Street to support the Ballad Hotel construction activity. This construction is at the site of the former Harborview Center.

Parking
 Drivers are encouraged to plan ahead and use nearby parking options while the downtown construction projects are underway.
The former City Hall parking lot (112 S. Osceola Ave.) and the lot at 301 Pierce St. are closed for staging and construction.
Where to Park Downtown
Visiting downtown Clearwater for an event at The BayCare Sound, Coachman Park, or the Capitol Theatre but don’t know where to park? Take advantage of free parking at Station Square, Garden Avenue, and the Municipal Services parking garages on weekdays after 6 p.m. and all day on weekends.

Construction Hours and Noise Guidelines
Construction in Clearwater can occur seven days a week and any hour of the day if the noise ordinance is not violated. Construction is not limited by days of the week or hours of the day.
Construction is limited by if it violates the noise ordinance. The noise ordinance allows “raucous noise” between 7 a.m. and 6 p.m. Monday through Saturday only, and it is not allowed any hours on Sunday. This ordinance is enforced by the Clearwater Police Department.
