'Dollars to Donuts' Community Workshop
Tell us what financial priorities matter most to you for next year's city budget

Grab a donut, enjoy a cup of coffee and join the conversation about Clearwater's future.
The city of Clearwater invites residents to Dollars to Donuts, a free, interactive community workshop that is part of our ongoing commitment to transparency, community engagement, and public education. Join us Saturday, Aug. 1, at 10 a.m. at the Morningside Recreation Center.
This is not your typical budget meeting. The purpose of this workshop is to engage residents in a discussion about the city's preliminary FY27 budget and gather community input on Clearwater's financial picture, including revenue sources, major expenditures, capital needs, and how changes in revenue would affect service levels. Participants will receive an overview of the city's budget, learn about the essential services provided each day, and better understand how taxpayer dollars are invested to support our community's quality of life.
Through this conversation, the city seeks to understand residents' priorities, identify the services they value most, and collect feedback that will help inform future budget decisions should revenue reductions require difficult choices.
Stop by to learn, connect and help influence the priorities that matter most to our community.

Starting July 13, staff from the city of Clearwater are implementing changes in protocol for upcoming city council meetings that have the potential to exceed the safe capacity of the Clearwater Main Library, council chambers and overflow areas. These changes are now in effect:
- The library will close an hour before every city council meeting (not work sessions).
- There will be two exterior lines, one for speakers and one for observers.
- Capacity will be limited to 160 occupants: 130 for council chambers and 30 in the adjacent overflow room.
- Priority entry to both rooms will be given to speakers first, and any remaining seats will be filled by observers, until capacity is reached. There will be ADA-accessible seating available.
- Those entering the council chambers will be screened for weapons.
- Due to time constraints, not everyone may get to speak unless the city council arrives at a consensus to allow more time.
- Individuals who have spoken may voluntarily relinquish their seats to allow others a chance to speak, if council agrees to extend the public comment time and if previous speakers depart the chambers.
The city’s goal is to conduct an efficient meeting while protecting the safety of our resident community, city council, public safety and management teams, speakers and city employees. Thank you for your understanding and support.

Water Restrictions Remain in Effect
Modified Phase III water restrictions remain in effect for Clearwater utility customers. Lawn irrigation is limited to one day per week during designated watering hours: midnight to 4 a.m. or 8 p.m. to midnight. Properties less than one acre may use only one of these watering windows.
Home car washing is allowed only on your assigned watering day and requires a shutoff nozzle. Every drop counts as we work together to conserve water during ongoing drought conditions.
