Exciting Downtown Construction Begins
Stay Informed on the Projects
Construction will soon begin on several downtown Clearwater projects that will redevelop key parcels, add much-needed parking, and transform Osceola Avenue. A 10-story hotel with retail space and a parking garage will be built on the former Harborview site just south of the Clearwater Main Library. A 28-story apartment building will rise on the site of the former City Hall, and a nearly 400-space parking garage will be constructed across Osceola Avenue, which will also undergo a major makeover.
These projects will bring new amenities to downtown Clearwater, which has already seen a huge influx of visitors and events following the $84 million redevelopment of Coachman Park. Since reopening in 2023, The BayCare Sound has hosted more than 100 concerts and has welcomed more than 336,500 attendees.
These projects will also beautify the area, repair underground infrastructure, and add hotel rooms, apartments, parking and retail. We appreciate your patience during the construction.
For detailed project info, visit MyClearwater.com/DowntownConstruction and sign up for the downtown construction e-newsletter to stay updated on project milestones, parking, and road closures. Thank you for your continued support as we work together to build a better downtown.
Clearwater Gas System is now CGS Energy
Clearwater Gas System’s name has been updated to CGS Energy.
The city of Clearwater originally formed CGS in 1924, serving customers in Clearwater and surrounding areas. Today, they continue to provide natural gas to Clearwater, and 16 other cities across portions of Pinellas and Pasco Counties.
The only changes customers will see is a new logo, branding and website at CGSEnergy.org. All gas services will remain the same, and customers will not experience any interruptions due to the name change.

Solid Waste Transfer Station to House Recyclables Temporarily
The city’s recycling holding facility at the Clearwater Solid Waste and Recycling Center has been damaged and deemed unsafe, due to structural problems after a truck hit a concrete block support beam.
Recycling crews will now use a portion of the solid waste transfer station, which has been cleaned to allow for this temporary solution. Solid Waste and Recycling leaders have shared this plan with the Florida Department of Environmental Protection, which has approved of this temporary measure.

Fitch Ratings Affirms Clearwater's AAA Rating
Fitch Ratings has reaffirmed the city of Clearwater’s stormwater system bonds with a AAA rating and stable outlook. This is the highest possible credit rating from the organization, and it reflects the city’s strong financial management and long-term planning. Clearwater has kept its debt low and reserves high, which help ensure stormwater systems can continue to operate effectively even as infrastructure needs grow.
For Clearwater residents, the AAA rating is a strong sign of stability and responsible leadership. It means the city can borrow money for future projects at lower interest rates, helping stretch public dollars further. It also signals that the stormwater system is being managed in a way that balances affordability with resilience, supporting reliable service now and long-term protection from flooding and environmental challenges.

More Than 200 Affordable Housing Units Secured at Indigo Apartments
The city of Clearwater has partnered with Sunrise Affordable Housing Group to preserve all 208 units at the Indigo Apartments as affordable housing. This agreement secures the units for at least 50 years and will support households earning 30, 60, and 80 percent of the area median income.
- 100 percent of units are reserved for low-to-moderate income residents.
- Average rents are reduced by 51 percent below market rate.
- Property is placed in a land trust with a 99-year lease.
- Three million dollars in city and CRA loans support the project.
Originally developed as senior housing, Indigo was converted to market rate in 2015. This new initiative restores long-term affordability for hundreds of residents. The city is also moving forward with additional affordable housing projects in Clearwater Gardens, North Greenwood, and Lake Bellevue.

Storm Right-of-Entry Forms for Faster Post-Storm Cleanup, Due July 31
After a major storm, debris can pile up fast. If you manage a condo community or commercial property, a representative from your property must complete a right-of-entry form before a storm hits.
This form allows the city and its contractors to remove debris from the right-of-way if it becomes a safety hazard. Without this permission, crews cannot legally enter your site.
One form per property or association is all that’s needed. This allows the city to speed up cleanup after a hurricane, and it helps protect the health and safety of your residents, tenants or customers. Forms must be completed by July 31.
