Starting Soon
Bolton Road (Lakeside)- Work will begin soon on a milling and resurfacing project on Bolton Road from Blanding Boulevard (SR21) to Moody Avenue. Daytime, single-lane closures will be in place, and work could take up to three weeks to complete, weather permitting.
Filmore Street (Lakeside)- Crews will begin a milling and resurfacing project on Filmore Street from Blanding Boulevard (SR21) to Moody Avenue soon. The work will include resurfacing on Kimberly Court, Rene Court, Lana Court, and Amber Court. Daytime, single-lane closures will be in place, and work could take up to 15 days to complete, weather permitting.
Live Oak Lane (Middleburg)- Crews will soon begin construction on the North Florida Greenway Trail and Paving Project from Live Oak Lane to the entrance to Jennings State Forest. Preliminary utility relocation is expected to start in the next couple of weeks, and all work is expected to be completed in 345 days. Drivers should anticipate daytime, single-lane closures once work begins.
Londonberry Drive (Lakeside)- Crews will soon begin a milling and resurfacing project on the subdivision roads east of Londonberry Drive, including Stonehaven Court East, Dumfries Court East, Perth Drive, Kirkwall Street, and Dundee Court East. Residents should anticipate daytime, single-lane closures once work begins. The project could take up to 21 days to complete, weather permitting.
Radar Road (Fleming Island)- Crews will begin construction of a new two-lane roadway connecting Radar Road to Town Center Boulevard at the current roundaboutin late summer 2025. Once complete, this project will fully connect U.S. 17 to Town Center Boulevard and include bike lanes, curbs and gutters, and drainage features.

A public meeting will be held on Monday, March 10. Doors open at 4 PM and the presentation begins at 5:30 PM at the Fleming Island Library, 1895 Town Center Boulevard, Fleming Island, Florida 32003. Residents are invited to learn more about the project from the design firm and senior project manager.
New County Projects
Debarry Avenue (Orange Park) – Anticipate daytime, single-lane closures near the intersection of Debarry Avenue and Bartlett Avenue on Tuesday, March 11, and Wednesday, March 12, for utility work. Closures will be in place from 8 AM to 4 PM. Watch for flaggers.
Murray Farms Subdivision turn lane (Middleburg/Lakeside) – Crews will begin constructing a new turn lane into the Murray Farms subdivision north of County Road 220 and east of Knight Boxx Road on March 10. Anticipate intermittent, daytime, single-lane closures from 9 am to 3 pm during the work. The project could take up to two weeks to complete, weather permitting.
Ongoing County Projects
Capella Road (Bellair-Meadowbrook Terrace)- Anticipate daytime, single-lane closures on Capella Road from Arora Boulevard to Venus Lane beginning Monday, February 3 for drainage work. Work is anticipated to take up to 60 days to complete.
County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- Anticipate intermittent, single-lane closures daily from 7 a.m. to 5:30 p.m. from U.S. Hwy 17 to Peters Creek Bridge for road work. Please slow down and use caution around the crews working close to the roadway. This project includes the design and reconstruction of the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks on County Road 209 from County Road 315B to US 17, and from County Road 315 to south of Peters Creek Bridge. All work is estimated to be completed in Fall 2025.
- The road closure and detour on County Road 209 at the CSX railroad tracks have been removed and the newly configured railroad track crossing is open to traffic. The temporary traffic signal and turn lane will remain in place at the intersection of County Road 315 and 315B. Please slow down and drive with caution in this area.
- Work on County Road 209 from Peters Creek Bridge to US 17 is continuing with the placement of stormwater drainpipes between the railroad crossing and US 17, installing the final asphalt and curbing on County Road 209 at the railroad crossing, and placing temporary asphalt on Russell Road.
County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project #3, A & B (Lake Asbury) – Project 3A includes operational improvements at the intersections of Oak Stream Drive and County Road 209 and Watkins Road and County Road 209, including sidewalk installation. Project 3B includes the widening and realignment of Sandridge Road (CR739B) with County Road 209B and operational improvements at the intersection of County Road 209 and County Road 209 B. All work is anticipated to be completed in the fall of 2025. Motorists should expect a 25-mph low-speed zone in the work area. Please slow down and use caution around the crews working close to the roadway.
- Work on the 3A phase of this project is complete, which included operational improvements at the intersections with Oak Stream Drive and Watkins Road.

Ongoing work on the 3B phase of Project 3 from Robinson Ranch Road to the new roundabout intersection with County Road 209B includes clearing and grubbing for the roadway and pond sites and installing stormwater structures and drainpipes. Crews are working days, and some nights and weekends to complete the realignment of the intersections of CR209B & Sandridge Road with a roundabout. Expect daytime and evening lane closures with flagmen.
County Road 216, Cathedral Oak Parkway, Bonded Transportation Program project #6B (Green Cove Springs)- Work is underway to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of County Road 315 and Maryland Avenue. Anticipate intermittent, daytime, single-lane closures throughout the construction zone. This project will include a grass median, bike lanes, and sidewalks. All work is anticipated to be completed in the summer of 2025.
- A new traffic pattern is in place and drivers will be using a new section of Cathedral Oak Parkway instead of the 90-degree turn on County Road 315. Residents in this area will need to drive east on CR315 and enter the roadway at the new quadrant intersection configuration.
- Crews are placing rebar and concrete in the traffic and pedestrian bridge railings, installation of the sub-base is complete, and the final grading of the limestone base, sidewalk, and joint-use path is underway, along with sod placement and curbing work. Drainage work is ongoing near the bridge, and riprap is being installed at the bridge headwalls.
County Road 218, west section of Cathedral Oak Parkway (Middleburg) - Work is underway to construct a new connector road from the roundabout on County Road 218 at the entrance of Shadowlawn Elementary School to the First Coast Expressway (SR23). Work is estimated to be completed in the Summer of 2025. This project is the western section of the First Coast Expressway connector road, Cathedral Oak Parkway. This developer design/build project is estimated at 98% complete.
County Road 218, Bonded Transportation Program project #1 (Middleburg) – This project involves reconstructing and widening the 2.7-mile section of roadway from Masters Road to Pine Tree Lane into four lanes, adding a median, turn lane, curbs, gutters, sidewalks, and bike lanes, and resurfacing from Cosmos Avenue to Pine Tree Lane. Road construction is anticipated to be completed in the fall of 2025. The speed limit will be lowered to 25 MPG throughout the work zone for the remainder of the project. Please slow down and respect the safety of our workers.
- Crews are continuing pond site excavations, installing drainage structures, demolishing existing driveways, and placing asphalt.
- Anticipate intermittent, single-lane closures throughout the construction zone.
- A traffic shift is in place for both directions of County Road 218 for utility and drainage work. Please slow down and pay attention to the new traffic pattern.
County Road 220 at Lakeshore Drive West (Fleming Island)- Anticipate daytime, single-lane closures at the intersection of County Road 220 and Lakeshore Drive West for traffic signal work. The project will involve setting new poles and could take up to 12 months to complete.
County Road 220/Henley Road intersection improvements (Middleburg) – Anticipate intermittent, daytime, single-lane closures at the intersection of County Road 220 and Henley Road for Clay Electric utility work. This preliminary work is part of the first phase of the County Road 220 widening project.
County Road 220 Widening and Reconstruction Phase 1 and Phase 2 projects (Middleburg/Lakeside) - Crews began Phase 1 of the lane widening and reconstruction project on County Road 220 the week of December 16, which includes intersection improvements at Rideout Ferry Road. Phase 2 work began on January 20. Drivers can expect detours that will continue for the duration of the project. All businesses and residents will have full access to their properties. The County worked closely with emergency responders and the school district throughout the planning process.
In Phase 1, County Road 220 will be widened to four lanes from Hollars Place to west of Henley Road, ending at Chief Ridaught Trail. This project includes intersection improvements at County Road 220 and Henley Road. Henley Road will not be closed during phase 1 work and traffic will continue to flow in both directions. Drivers can expect single-lane closures and traffic shifts during the work. The project is expected to take 15 months to complete.

Road construction and intersection improvements at County Road 220 and Rideout Ferry Road began on January 6. Only local traffic will be able to access the road from the south end during the work.
Phase 2 includes widening County Road 220 to four lanes from east of Chief Ridaught Trail to Knight Boxx Road and a new four-lane bridge over Little Black Creek, along with signal updates at Knight Boxx Road and Blanding Boulevard to ease traffic congestion. Work began on January 20 and will take about 16 months to complete. Local traffic only. Bridge closure in effect.
CR 220 Phase 2 detour route description
Beginning February 11, drivers heading south on Blanding Boulevard can no longer make a U-turn at the Henley Road intersection to allow more time for drivers heading north on Henley Road to turn right onto Blanding Boulevard. CCSO is enforcing the no U-Turn at this intersection.

Eastbound traffic along County Road 220 at the Baxley Road intersection will be detoured north on Baxley Road, east on State Road 21, south on Knight Boxx Road, and east on County Road 220 through the left turn lane.

Westbound traffic on County Road 220 at the Henley Road intersection will be detoured north onto Henley Road through the right turn lane on the northeast corner of the intersection, west onto State Road 21, and south onto Baxley Road to County Road 220.

Westbound traffic on County Road 220 at the Knight Boxx Road intersection will be detoured north onto Knight Boxx Road, west onto State Road 21, south onto Henley Road, and west onto County Road 220.
County Road 220 Water line work (Fleming Island) - Anticipate nighttime, single-lane closures with flaggers in the westbound lane of County Road 220 from Habersham Harbor Drive west to Silver Point for CCUA water line upgrades. The project is now anticipated to be completed in early 2025. Work includes temporary pavement in the median and a traffic shift to maintain the two westbound lanes for the majority of the project. The speed limit is 35 MPH throughout the work zone.
- Anticipate nightly lane closures on County Road 220 westbound from the Swimming Pen Creek Bridge to Harmony Hall Road from 6 p.m. to 6 a.m. for water main installation. Watch for flaggers.
Richard Lee Street (Lakeside)—Crews are working on a drainage improvement and paving project on Richard Lee Street from Constitution Drive to the dead end. Work began on January 6 and drivers should anticipate daytime, single-lane closures. The project could take up to four months to complete.
Sandridge Road, Bonded Transportation Program Project #4 (Lake Asbury) – This project includes designing and reconstructing the two-lane urban roadway, adding a turn lane, a roundabout, curbs, gutters, sidewalks, and bike lanes. All work is anticipated to be completed in the spring of 2025. The speed limit is 25 mph throughout the entire work zone and CCSO is enforcing it. Traffic lanes are very narrow, please slow down and respect the safety of our workers along the roadside. This stretch of road is not accessible for wide loads while construction is ongoing. A new entrance to Ronnie VanZant Park has been built just west of the old entrance, which is now closed. This new intersection alignment provides a safer access point for east and westbound traffic. The playground access to the west of the main entrance can only be accessed by westbound traffic due to the new raised median. Eastbound traffic will need to make a U-turn to access the playground entrance.
- The contractor is entering the last phase of construction work on Sandridge Road. Crews have completed the operational improvements and stormwater management systems on most of Sandridge Road from Henley Road to the Funeral Home on the east end of Sandridge Road. Crews will continue working days, and some nights and weekends to complete the work by fall 2025. Drivers should expect occasional delays but roadways will remain open at all times to traffic. Please slow down and respect the safety of our workers.
- Crews are continuing with sod placement, installation, and tying in the sidewalks, placing curbing, connecting subdivision entrance roads, and installing the final layer of friction asphalt.
Walburg Street (Green Cove Springs)- Walburg Street closed on Monday, January 6, and will remain closed for approximately 12 months during the construction of the new Clay County Economic and Development Services building.

I-295 at U.S. 17 Interchange Improvements (Orange Park)- This project consists of milling and resurfacing, reconstruction, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, guardrail, sidewalks, gravity wall, concrete slope pavement, ITS, and other incidental construction on I-295 at U.S. 17 (State Road 15) from south of Wells Road to Collins Road in Clay and Duval counties. Work is anticipated to be completed in early 2025.

First Coast Expressway North - State Road 23 from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction on this $229 million project began in March 2019 and is expected to be completed in summer 2025.
