Live Oak Lane (Middleburg)- Crews will soon begin construction on the North Florida Greenway Trail and Paving Project from Live Oak Lane to the entrance to Jennings State Forest. Preliminary utility relocation is expected to start in the next couple of weeks and all work is expected to be completed in 345 days. Drivers should anticipate daytime, single-lane closures once work begins.
Radar Road (Fleming Island)- Crews will begin construction of a new two-lane roadway connecting Radar Road to Town Center Boulevard at the current traffic circle in late summer 2025. Once complete, this project will fully connect U.S. 17 to Town Center Boulevard and include bike lanes, curbs and gutters, and drainage features.

A public meeting will be held on Monday, March 10 at 4 PM at the Fleming Island Library, 1895 Town Center Boulevard, Fleming Island, Florida 32003. Residents are invited to learn more about the project from the design firm and senior project manager.
New County Projects
County Road 220 at Lakeshore Drive West (Fleming Island)- Crews are expected to begin traffic signal work at the intersection of County Road 220 and Lakeshore Drive West on February 28. Drivers can anticipate daytime, single-lane closures when work gets underway. The work will involve setting new poles and could take up to 12 months to complete.
Ongoing County Projects
Railroad track maintenance- CSX Transportation will perform track maintenance that includes the installation of new rail within the track surface along parts of the CSX Sanford subdivision. Crossings will be closed anywhere from 2-5 days, depending on the type of maintenance they are set to receive. These dates are highly subject to change with or without notice simply due to many unforeseen circumstances that can occur in the field once the work begins. Loring Avenue (Orange Park) - The CSX railroad crossing at Loring Avenue west of US Hwy 17 will close on or around February 18. Paving work will be completed Friday and the crossing will reopen early Saturday.

Moody Avenue (Orange Park)- The CSX railroad crossing at Moody Avenue across from Montclair Elementary School will close on or around February 20. The last of the rails will be placed Friday (2/21) and repave the crossing Saturday. It should reopen late Saturday (2/22) evening.
Capella Road (Bellair-Meadowbrook Terrace)- Anticipate daytime, single-lane closures on Capella Road from Arora Boulevard to Venus Lane beginning Monday, February 3 for drainage work. Work is anticipated to take up to 60 days to complete.
County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- Anticipate intermittent, single-lane closures daily from 7 a.m. to 5:30 p.m. from U.S. Hwy 17 to Peters Creek Bridge for road work. Please slow down and use caution around the crews working close to the roadway. This project includes the design and reconstruction of the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks on County Road 209 from County Road 315B to US 17, and from County Road 315 to south of Peters Creek Bridge. All work is estimated to be completed in spring 2026.
- The road closure and detour on County Road 209 at the CSX railroad tracks have been removed and the newly configured railroad track crossing is open to traffic. The temporary traffic signal and turn lane will remain in place at the intersection of County Road 315 and 315B. Please slow down and drive with caution in this area.
- Work on County Road 209 from Peters Creek Bridge to US 17 is continuing with the placement of stormwater drainpipes between the railroad crossing and US 17, installing the final asphalt and curbing on County Road 209 at the railroad crossing, and placing temporary asphalt on Russell Road.
County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project #3, phases A & B (Lake Asbury) – This project includes operational improvements on County Road 209 (Russell Road) at the intersections of CR209B and CR739B; Oak Stream Drive and CR209; and Watkins Road and CR209. All work is anticipated to be completed in the fall of 2025. Motorists should expect a 35-mph low-speed zone in the work area. Please slow down and use caution around the crews working close to the roadway.
- Work on the 3A phase of this project at Watkins Road and Oak Stream Drive is complete.

Ongoing work on the 3B phase of Project 3 from Robinson Ranch Road to the new traffic circle intersection with County Road 209B includes clearing and grubbing for the roadway and pond sites and installing stormwater structures and drainpipes. Expect daytime and evening lane closures with flagmen.
County Road 215 (Middleburg) - Anticipate intermittent nighttime, single-lane closures on County Road 215 from State Road 21 to State Road 16 for striping work.
County Road 216, Cathedral Oak Parkway, Bonded Transportation Program project #6B (Green Cove Springs)- Work is underway to construct a new 3.3-mile, two-lane roadway from State Road 23 to the intersection of County Road 315 and Maryland Avenue. Anticipate intermittent, daytime single-lane closures throughout the construction zone. This project will include a grass median, bike lanes, and sidewalks. All work is anticipated to be completed in the summer of 2025.
- A new traffic pattern is in place and drivers will be using a new section of Cathedral Oak Parkway instead of the 90-degree turn on County Road 315. Residents in this area will need to drive east on CR315 and enter the roadway at the new configuration. There will be no access to the parkway for drivers traveling south on CR315.
- Crews are placing rebar and concrete in the traffic and pedestrian bridge railings, installation of the sub-base is complete, and the final grading of the limestone base, sidewalk, and joint-use path is underway, along with sod placement and curbing work. Drainage work is ongoing near the bridge and riprap is being installed at the bridge headwalls.
County Road 218, Bonded Transportation Program project #1 (Middleburg) – This project involves reconstructing and widening the 2.7-mile section of roadway from Masters Road to Pine Tree Lane into four lanes, adding a median, turn lane, curbs, gutters, sidewalks, and bike lanes, and resurfacing from Cosmos Avenue to Pine Tree Lane. Road construction is anticipated to be completed in the fall of 2025. The speed limit will be lowered to 25 MPG throughout the work zone for the remainder of the project. Please slow down and respect the safety of our workers.
- Crews are continuing pond site excavations, installing drainage structures, demolishing existing driveways, and placing asphalt.
- Anticipate intermittent, single-lane closures throughout the construction zone.
- A traffic shift is in place for both directions of County Road 218 for utility and drainage work. Please slow down and pay attention to the new traffic pattern.
County Road 220/Henley Road intersection improvements (Middleburg) – Anticipate intermittent, daytime, single-lane closures at the intersection of County Road 220 and Henley Road for Clay Electric utility work. This preliminary work is part of the first phase of the County Road 220 widening project.
County Road 220 Widening and Reconstruction Phase 1 and Phase 2 projects (Middleburg/Lakeside) - Crews began Phase 1 of the lane widening and reconstruction project on County Road 220 the week of December 16, which includes intersection improvements at Rideout Ferry Road. Phase 2 work began on January 20. Drivers can expect detours that will continue for the duration of the project. All businesses and residents will have full access to their properties. The County worked closely with emergency responders and the school district throughout the planning process.
In Phase 1, County Road 220 will be widened to four lanes from Hollars Place to west of Henley Road, ending at Chief Ridaught Trail. This project includes intersection improvements at County Road 220 and Henley Road. Henley Road will not be closed during phase 1 work and traffic will continue to flow in both directions. Drivers can expect single-lane closures and traffic shifts during the work. The project is expected to take 15 months to complete.

Road construction and intersection improvements at County Road 220 and Rideout Ferry Road began on January 6. Only local traffic will be able to access the road from the south end during the work.
Phase 2 includes widening County Road 220 to four lanes from east of Chief Ridaught Trail to Knight Boxx Road and a new four-lane bridge over Little Black Creek, along with signal updates at Knight Boxx Road and Blanding Boulevard to ease traffic congestion. Work began on January 20 and will take about 16 months to complete. Local traffic only. Bridge closure in effect.
CR 220 Phase 2 detour route description
Beginning February 11, drivers heading south on Blanding Boulevard can no longer make a U-turn at the Henley Road intersection to allow more time for drivers heading north on Henley Road to turn right onto Blanding Boulevard. CCSO is enforcing the no U-Turn at this intersection.

Eastbound traffic along County Road 220 at the Baxley Road intersection will be detoured north on Baxley Road, east on State Road 21, south on Knight Boxx Road, and east on County Road 220 through the left turn lane.

Westbound traffic on County Road 220 at the Henley Road intersection will be detoured north onto Henley Road through the right turn lane on the northeast corner of the intersection, west onto State Road 21, and south onto Baxley Road to County Road 220.

Westbound traffic on County Road 220 at the Knight Boxx Road intersection will be detoured north onto Knight Boxx Road, west onto State Road 21, south onto Henley Road, and west onto County Road 220.
County Road 220 Water line work (Fleming Island) - Anticipate nighttime, single-lane closures with flaggers in the westbound lane of County Road 220 from Habersham Harbor Drive west to Silver Point for CCUA water line upgrades. The project is now anticipated to be completed in early 2025. Work includes temporary pavement in the median and a traffic shift to maintain the two westbound lanes for the majority of the project. The speed limit is 35 MPH throughout the work zone.
- Anticipate nightly lane closures on County Road 220 westbound from the Swimming Pen Creek Bridge to Harmony Hall Road from 6 p.m. to 6 a.m. for water main installation. Watch for flaggers.
Richard Lee Street (Lakeside)—Crews are working on a drainage improvement and paving project on Richard Lee Street from Constitution Drive to the dead end. Work began on January 6 and drivers should anticipate daytime, single-lane closures. The project could take up to four months to complete.
Sandridge Road, Bonded Transportation Program Project #4 (Lake Asbury) – This project includes designing and reconstructing the two-lane urban roadway, adding a turn lane, traffic circle, curbs, gutters, sidewalks, and bike lanes. All work is anticipated to be completed in the spring of 2025. The speed limit is 25 mph throughout the entire work zone and CCSO is enforcing it. Traffic lanes are very narrow, please slow down and respect the safety of our workers along the roadside. This stretch of road is not accessible for wide loads while construction is ongoing. A new entrance to Ronnie VanZant Park has been built just west of the old entrance, which is now closed. This new intersection alignment provides a safer access point for east and westbound traffic. The playground access to the west of the main entrance can only be accessed by westbound traffic due to the new raised median. Eastbound traffic will need to make a U-turn to access the playground entrance.
- The contractor is entering the last phase of construction work on Sandridge Road. Crews will work 24 hours a day, seven days a week as needed to finish the job as quickly as possible in early 2025. Drivers should expect occasional delays but roadways will remain open at all times to traffic. Please slow down and respect the safety of our workers.
- Crews are continuing with sod placement, installation, and tying in the sidewalks, placing curbing, connecting subdivision entrance roads, and installing the final layer of friction asphalt.
Walburg Street (Green Cove Springs)- Walburg Street closed on Monday, January 6, and will remain closed for approximately 12 months during the construction of the new Clay County Economic and Development Services building.

Blanding Boulevard at Coppergate Drive (Lakeside)- Daytime northbound lane closure Saturday from 9 a.m. to 4 p.m. for concrete work.
First Coast Expressway (FCE) Work FDOT
First Coast Expressway North - State Road 23 from State Road 21 to north of State Road 16 (Middleburg) - Construct 10.5 miles of new multi-lane, limited-access toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction on this $229 million project began in March 2019 and is expected to be completed in summer 2025.

Sandridge Road overnight closure and detour- As part of First Coast Expressway construction, Sandridge Road will close at Rolling View Boulevard overnight on Wednesday, February 26, for road striping and traffic signal work, weather and unforeseen circumstances permitting. The roadway will close at 9 p.m. and reopen by 5 a.m. the following morning. During the closure, traffic will detour via Henley Road and Russell Road. Emergency vehicle access will remain available throughout the closure.

Blanding Boulevard (SR21)- Southbound lane and south ramp closure on Sunday, February 23, from 9 p.m. to 5 a.m. on Monday, February 24 for road striping work. After an extended closure as part of First Coast Expressway construction, the ramp from southbound Blanding Boulevard (State Road 21) to northbound First Coast Expressway (State Road 23) is expected to reopen to traffic the morning of Monday, Feb. 24.
First Coast Expressway South -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction on this $180 million project began in April 2019 and is expected to be completed in late 2025.

US 17 South of Green Cove Springs - Daytime lane closures weekdays from 8:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 6 p.m. to 6:30 a.m. for road work.
First Coast Expressway New St. Johns River Bridge (Green Cove Springs) – Work is underway on the third and final segment of the FCE which includes a new four-lane bridge over the St. Johns River just south of where the Shands Bridge currently stands. The vertical clearance height of the new bridge will be 65 feet from the water line, compared to the existing 45 feet of clearance. The $595 million project starts in 2023 with expected completion in 2030.

State Road 16 (Shands Bridge, Green Cove Springs)- Overnight, eastbound, single-lane closures are planned on the Shands Bridge (State Road 16) on February 22 and 23 for routine bridge inspection. The outside shoulder and eastbound travel lane will be closed on 9 p.m. Saturday until 5 a.m. on Sunday and again at 9 p.m. on Sunday to 5 a.m. on Monday. Flaggers will be on-site to direct traffic. Drivers should use an alternate route if possible, exercise caution, and allow additional time to reach their destinations.
- The first delivery of concrete piles for the new Shands Bridge floated down the St. Johns River on Thursday, Feb. 20. Thirteen 30-inch square piles traveled via barge from Gate Precast in Jacksonville to the First Coast Expressway construction site in Green Cove Springs. Deliveries from the facility will continue for the next several years, in addition to 60-inch cylinder piles being manufactured at Standard Precast in Savannah, Ga. In total, 924 concrete piles will be used to construct the new bridge just south of the existing Shands Bridge.
